Welcome back to Unleashed the Political News Hour. I'm Nate Kane. And this week there are three stories that tell you everything about where power, trust, and truth collide in this country right now. We've got new revelations on what Anthony Fauci knew and when he knew it. We've got the largest release of 9-11 intelligence documents in history dropped on the 25th anniversary

of that day. And we've got a fight breaking out inside Silicon Valley over whether the AI boom needs a red light or a green light and whether Washington should be the one holding the switch. Let's get into it. Senators Ron Johnson and Rand Paul obtained Fauci's government phone with over 34,000 texts, 522 voicemails plus more than 1,100 pages of his personal pandemic diary. Neither HHS nor the committee gave Fauci a heads up before releasing it. Apparently, Fauci learned nothing from Hillary Clinton with her wiping of her phones and destroying them with hammers. The core document that was found was a January 2021 text chain with then Surgeon General the Vech Murthy and then CDC director Roshelle Wielinski.

Fauci himself wrote that post-vaccination fever and cytokine response theoretically could be associated with miscarriage in the first trimester. Wielinski's response was even more telling with quote, definitely a good point especially after dose two. So these people knew more than they were letting on to and that's really I think at the crux of the issue here. Fauci in his own words was flagging a miscarriage risk theory in private while the public message from his agency stayed uniformly reassuring and CDC formally recommended vaccination for pregnant women months later claiming that the vaccine was safe and effective. Remember that mantra that kept getting repeated over and over again.

Rand Paul's line on it was quote, once again, Anthony Fauci was saying one thing in public and something completely different in private. I think Bill Akman's reaction was even more pointed with what the F was he thinking. When you layer in what's now surfacing from the diary itself, testimony this week describing internal knowledge of adverse pregnancy signals that some doctors say were being downplayed. Now I want to be clear that part is still being contested and it's coming from a narrower set of sources. So we presented his allegation still developing and not as a subtle fact, but it's exactly why Paul says that this is quote, the first of an upcoming trove. So there's much more that they're going to be coming out with in the end, this isn't

about relitigating vaccines. It's about whether the people setting public health policy told Americans the truth about what they knew and when they knew it. That's what we call informed consent in this country and it's what the American people did not get when they had these vaccines shoved down their throats by the Biden administration and that's an important distinction that I want to make clear. This was the Biden administration that forced people and coerced them into taking the vaccine and did not tell people the truth about it. The next story is the 9-11 declassification on the 25th anniversary. The CIA released 71 presidential daily briefs, the single largest release of CIA analysis tied to 9-11 in history according to CIA director John Ratcliffe.

It included the famous August 2001 memo that Ben Laden was determined to strike in the US plus dozens of previously unseen briefs from before the attack and one from the day after. Over 100 pages of analysis never before made public. Some key findings that came out of it were one September 10th, 1998 presidential daily briefing that warned Clinton that Ben Laden's preferred option is to strike the US on its own soil in Washington and that his network may fly an explosive packed airplane into a US city. Three full years before it happened in far more literal terms than had previously been made public. That warning came just weeks after the failed August 1998 Tomahawk missile strikes against Ben Laden in Afghanistan and Sudan.

I remember that because at that time I was actually in the army stationed in South Korea and I remember seeing the Tomahawk missile strikes going across the wire. It was a very interesting time to be watching and the fact that there was nothing that really came of it in terms of destroying Ben Laden's network. It left a lot of us quite honestly, very concerned that the threat was not done, it was not over. The biggest new item was that Clinton himself in a radio interview timed to the release confirmed the CIA had a plan in motion to kill or capture Ben Laden and that he had authorized it but that the agency aborted the operation at the last minute over fears of

civilian casualties. And the former CIA officer Enrique Rick Prado is on record saying that newly declassified material confirms that there were opportunities to act against Ben Laden before 9-11. Now in all fairness this doesn't just fall on the Democrats because the Bush administration also had opportunities that it failed. Although there were some other things that came out of this report that I think are important to note. And one of those is that the 9-11 commission found that September 11th 2001, only 57% of the top 123 Senate confirmed national security positions across the Pentagon, Justice Department and State Department were even filled. At DOJ specifically,

just 41% of 34 Senate confirmed positions were filled and half of those officials including the FBI director Robert Mueller had been on the job for less than two months. At state, only 55% of 44 Senate confirmed positions were filled. The commission explicitly called this a real vulnerability and recommended future transitions submit full national security nominee slates by inauguration day with a 30-day Senate confirmation clock. I remember this issue in particular and it was very frustrating because it was taking forever. There were two main things that were going on. Number one, you had the Democrats in the Senate that were basically blocking a lot of these confirmations and dragging them out. And I was worried at the time because there were a lot of these national security positions that were not getting filled. But there was also another thing that was

going on. And that was that you had a contested election. Let's not forget which ended up dragging things out by an additional roughly five weeks which compressed the entire nomination pipeline before a single name even reached the Senate. So that was a structural electoral cause that definitely could happen again. We are looking at a slew of problems that came in that I think created the perfect storm if you will. The last piece that I want to talk about is the AI fight that's going on. Now I've written a very detailed sub-stack article on this and the article is also going to be up on unleashed the political news hour. So I would definitely recommend that you go take a look at it because I get into a lot

more than I can cover here. But the bottom line is that three rival AI CEOs, Amote, Altman and Musk all suddenly aligned and all are calling to slow down the pace of AI development over safety fears. Now Trump's not buying the framing. He says the real risk is losing the race to China. And he's dismissed the backlash against AI centers as manufactured. I do think that Trump is conflating two different issues and I think it's problematic in the way that he's framing it because there are real legitimate serious concerns about the speed and pace of AI development that things are basically getting out of control. And when you got three people who are competitors against each other and they're all in agreement on this, I think that's something that is worth listening to. This isn't just Chinese propaganda. I do think that Trump is seeing

guardrails in that terminology as another code for red tape and that sort of thing. And that's not what we're talking about here. That's not what they're talking about. They're talking about really the pace at how these models are getting released. And I think the slew of outbreaks that have happened where AI agents have been breaking out of their containment. And then hacking into other systems, there are real serious concerns that are going on here. That said, we've got to cut to a commercial break. But folks, you're going to want to stick around. Welcome back to Unleash the Political News Hour. Part of America out loud talk radio. Before the break, I gave you my take on where things stand in the political world. But now I want to shift into something that I think is going to genuinely surprise a lot of you. The White House Office of Trade and Manufacturing Policy just published a report called the Great Transshipment Scam. And it lays out how America may be losing tens of billions of dollars every single year through a kind of hidden trade fraud. Most folks have never even heard of. To walk us through it, I'm joined by Peter Navarro, senior counselor to President Trump for Trade and Manufacturing and one of the key architects of this administration's trade policy. Peter, thank you so much for joining us. Hey, great to be with you here and I'd love to talk to you about what is a multi-multi-billion dollar problem. And why don't we start with some facts and some history. The reality is that the United

States, under the rules of the World Trade Organization, can and are cheated literally by the rest of the world. We have systematically charging lower tariffs and lower non-tariff barriers on virtually every major trading partner around the world and we're forced to do that under the rules of the WTO. And the most egregious cheater is China. They basically, historically since they joined the World Trade Organization in 2001, have engaged in what I've called the seven deadly mercantilist sins. It's the government subsidies, it's the currency manipulation, it's the intellectual property theft, it's the sweatshops, the lacks environmental regulations which allows them to pick up a cost advantage. And when President Trump was campaigning in 2016,

I was the chief trade and economics advisor form and he and I were on the same wavelength in that the battleground states of the election just happened to be the same ones that China had done the most damage in Wisconsin, Michigan, Pennsylvania, you know, the rust belt, they turned it into a rust belt. And so President Trump wins the election, wins the ballot grounds in 2016, largely on a promise of bringing fair trade, not just this free trade crap. And he keeps his promise. So in 2018, the president imposes what's called section 301 tariffs on the section 301 of the trade ad. And on China, and they were very hefty tariffs. And so

right off the bat, American workers and factories and businessmen could feel the relief. And the tariffs over time have worked very well to protect American workers in industry. The tariffs on China, one of the few things that Joe Biden's administration didn't undo. But what's interesting is in 2018, as soon as the tariffs were put in, we began to see China strategically attempt to get around the tariffs. And that's this phenomenon called transshipment. It's basically just a modern version of smuggling. And what what China does is three different things. I mean, the most obvious and simple thing to understand is they'll take a big container ship full of maiden China crates. And instead of

sending them directly to the United States, they'll send them to Vietnam or Cambodia or Thailand or Mexico. And in those new countries, they'll simply swap the labels on the crates, maiden Vietnam, maiden Thailand. And from those countries, the goods will be shipped. And the tariff rate is cut substantially. And the economics of it are simple. China is motivated by getting a lower tariff. But the trans shipping countries that help in this thing, what I can call the shadow transshipment network, they benefit from the transshipment as well. Because even though they're not making this stuff, they have what's called screwdriver factories. And it does generate business activity. So I knew this was going along. I knew that there was

countries that were doing it that were kind of obvious. Like the ones I mentioned, Vietnam, Thailand, Malaysia, Indonesia, very near China. There's a lot of economic ties behind between them. But what shocked me doing the report is I found over 40 countries around the world participating in this great transshipment scam. And the level of transshipment is it boggles the mind. It's staggering. It's anywhere from 50 to 100 billion dollars a year or more depending on the estimate that you look at. And the revenues that we lose because China is able to successfully transship is in the tens of billions of dollars every year. I mean, it's enough. That's pretty

abstract, but it's enough to fund half the army's budget or the entire Department of Agriculture's budget. And you could completely revamp our entire airport system, including all the avionics. I mean, it's a lot of money. And so what I've been doing is not just write reports that that's incidental to what I do because I try to actually get stuff done. I've been working really closely with customs and border protection, which is the agency that pleases the border. It's the one that's supposed to catch the bad guys if they try to smuggle in fentanyl drugs or in this case evade tariffs. And what we've been able to do using the mix's bad ed tool because it's kind of

like a double ed sword. In this case, it cuts well for us. We use artificial intelligence to create what I've called the detective border. And so in the old days when we were trying to find smugglers, in this case, China, trans shipping goods, it was people in paper, right? So you're in Singapore and ship is a big cargo ship. It's going to head to the US to Baltimore or LA or wherever. And they've got the day they're leaving. They follow paperwork, which they send us. And then people look at the paperwork. And then there's some kind of assessment made about, well, maybe this is trans shipping. Maybe it's not. But just scale wise, it's an impossible thing to do. You just can't. You can't do it that way. There's too much paper and cargo and not enough people. I mean, full stop.

Well, this is the perfect use case for AI because it's a force multiplier when looking for patterns and financial documents or shipment documents. Those would be ideal to parse through with AI and identify that. What really concerns me. But let me just finish. I want you to know how this works. Okay. Yeah. Because AI is the game changer, right? So on any given day now, in every port in the world, every port that's bringing exports to us, we can look, ship by ship container by container and assess the probability based on a whole lot of metrics as to whether it's a tranship good. And if we determine there's a high probability, then we

said in motion, these things called a form 28 and a form 29. And we're able not just to collect the evaded tariffs on that particular shipment, but on shipments of the same kind from that company over a 12 month period. Okay. Do you see the power of that? Oh, yeah, absolutely. So, for example, if there's like a screwdriver factory in Cambodia, which is to say that China will ship a bunch of parts over there that are all made in China. Some Cambodians literally screw this stuff together and call it made in Cambodia. That's not kosher. We can actually, we have data, you know, how big is the factory? How many people work there? What's the electricity bill?

What's the modality to move product from the factory to the port or to the port to the factory? How many inputs from China they received and does that measure? You see what I mean? Yeah. It's fascinating. And what's so fascinating about it is you can do this in real time at the speed of light. I mean, literally, every day these cases come in, we process billions and billions and billions of bits of data in seconds or hours and come up with answers. So that's the gameplay. We're scaling it up and the message to the world there is, hey, don't do this. We're going to catch you. And particularly the ones who are cooperating with China. They're going to be in a world of hurt if they keep doing that. Anyway, go ahead and ask your question.

Sure. So of course, my background being in cybersecurity, I've had a long, long time understanding of the risks involved with our supply chain in particular is that as it relates to countries like China and basically infiltrating our supply chain, what I'm concerned about that this report really kind of opened my eyes to is that if a container's true origin can be disguised well enough to dodge a tariff, couldn't that same trick hide something like a compromised computer chip within malicious code baked in, shipped through a third country and installed into our power grid or military equipment. And it's not a hypothetical because a perfect example in Canada, Chinese built cranes from a company called zpmc. They run the ports of Vancouver, Halifax,

Prince Rupert and investigators have already found unexplained components in similar Chinese built cranes that were bound for US ports. And then to your to your point, which you were mentioning earlier too, in the case of Mexico, Chinese linked port terminals have reportedly moved the precursor chemicals behind the fentanyl crisis. So how serious is Washington treating this as a security threat not just as an economic one? Well see, slip that thought process because the national security threat has always been preeminent relative to the loss of the tariff revenue. And so historically the national security threat got more of the people, more that this, more than that, right? And when you bring AI in and really go after this economic stuff,

what you're actually doing is you're beefing up the national security stuff, right? So it actually synergistically in a big, big way assists all that because at the end of the day, ships or ships and cargoes cargo. And it's like if you're knowing what's in a cargo ship and it's containers, you can find fentanyl, you can find weapons, you can find all sorts of things, in addition to finding the smuggling. So this is a big deal. It's like we're trying to bring CBP into what otherwise has been kind of like a stone age. Yeah. I mean, wouldn't you not to say CBB hasn't, I mean, they're great people there and there's not the other thing, but the government and Congress is typically underfunded them. And this is the time.

To beef up their capabilities and in tech. Absolutely. One of the other areas that kind of relates to all of this, but we talk about manufacturing and what China did to our manufacturing base. How do we turn that around? Because one of the things that I noticed in talking with several people in their businesses that there's a real, I guess, concerned by investors, especially on any major capital projects that might require a lot of time and energy to build something. The concern is that a new administration will get in there and then create all kinds of regulation and eventually prevent them from being profitable or be able to build a new manufacturing plant or the power plant that would be necessary to power it. How do we overcome that? And,

what kinds of tactics, I guess, are you guys using right now to address those issues? Well, I mean, look, the only way to overcome it is to win elections. I mean, the reality is, the reality is the other side doesn't give a crap about these things. It's not clear to me why because these are existential threats. But when we walked out of the White House in January of 2021, after the contested loss to Joe Biden, on the first day of Biden's regime, he pretty much undid just about every executive order of the boss in Britain. A few things survive. So, it's about winning elections. And that's tough in this country because at this point, we're a 50-50

country in a lot of ways. And I don't know. I just, I have a hard time understanding the other side of things, particularly when I've had so much access to the kinds of information that explains the threat. Peter, you've been in the middle of trade policy for years, but you've got a new book out that takes on a completely different fight. Because his short answer is he's responsible for more blood, shed, and more harm done, not just the American

And what I mean by that is when the pandemic first came on our radar screen when I was in the White House with President Trump. It's December 2019. So on my radar screen before anything's out there in public, I would begin to have a series of very public and fierce fights with Tony Fauci about just about everything related to the pandemic. And I wrote a diary about it in my book in Trump Time. The subtitle is, it's my memoir about the plague year, essentially the pandemic. Everything I said in my diary publicly is consistent

with everything I did privately. I'm most transparent guy in the world. But what motivated me to write this book is the release of Fauci's 1100 page diary from the pandemic. And what's so remarkable about his diary is that his public posture and policies were almost invariably at odds with what he wrote down in his diary. And he invariably made the wrong decisions. I mean, I'm an economist by training. He's a medical doctor. And as you go through why Fauci must run prison? I walked through the China travel ban, the lab leak versus from nature issue at the Wuhan lab, the lockdown, the masks, the vaccines, the boosters, everything. I fought

him on everything. And I was right about everything and he was wrong. I was right that we needed the travel ban instituted on China. I was right that that friggin virus not only came from the Wuhan lab but Fauci helped fund the technology that likely created that virus, which is mind blowing. I was right about masks. I was the guy I went from trade advisor to quartermaster. I was the guy to make sure you and everybody listening to this show had mask gloves, swabs, ventilators, tie-vex suits, all of that stuff. And I know the difference between an N95 mask for first responders that work and the cotton crap that Fauci wanted does not to wear than wear two of. I mean it was like, yeah, that was very telling. I was right about the lockdown early on.

I mean after that, after we got about 20 days into the 14 days spread, I'm thinking to myself, no, no, no, no. Like more people are going to die from being locked up than from this virus. And then of course, you know, the big, big mistake with the vaccine and the booster was the one jab fits all. It was crazy stuff. You don't give what essentially was an experimental vaccine to people who don't need it. The only people who should have got that vaccine and the booster were people with comorbidities and senior citizens. And it shows up and I Fauci knew that. But then he did it anyway that dude couldn't help himself. I mean there's in the book why Fauci should rot in prison. There's a chapter on how Fauci privately in his diary expressed concerns about the risk to the vaccine and booster the women in their first trimester of pregnancy.

Did he tell women in their first trimester of pregnancy? There might be risk? No, he did not. He said, get your jab. Young man's hearts. There's a chapter called broken hearts, right? It's like Fauci knew that the boosters and the vaccines could cause what's called myocarditis in young men. It's an inflammation of the heart. Did he let young men not take it? And young strong men, they had a very low chance of getting the virus and being getting harmed by the virus. And publicly he just went ahead and stuffed it down of throat. And of course the biggest reason why Fauci should rot in prison is that he funded the gain of function research that helped create that virus and all likelihood. What do I mean by that? Let's break that down.

Gain of function research. Okay, what are the words gain function gain function? How would that work? Well, you take a bat virus and be benign impossible to jump to humans and hurt humans and use gain of function technology to basically allow it to gain deadly qualities and jump to humans. And Fauci paid for research that would do that and it was too dangerous to do here. So he did it at that Wuhan lab, which oh, by the way, Tony also was a military lab that was studying bio weapons. And what could go wrong there? Now here's what's odd about this whole thing. I I have different names for Tony Fauci in the book. He's like, lock up Tony, like booster Tony,

vaccine, Tony. But there's also one that's Dr. Frankenstein, Tony, that really applies to the gain of function research. I mean, imagine this thought experiment. And he wrote about this publicly. It's like, hey, we know that there's dangerous viruses out there that can evolve and come from nature. So why don't we do this with a really cool idea? Tony's thinking, Dr. Frankenstein is thinking, why don't we take an innocent virus that can't harm us? Why don't we use gain of function research to make it deadly? And then we can invent or develop a vaccine that would then defend us against that deadly virus. That way we'd be prepared in case that virus ever came. Are you kidding me? But that's what Tony Fauci was thinking. And that was his logic twisted though it

was behind offshoring gain of function research to the Wuhan lab, the Wuhan military lab. And then, oh, Tony, you didn't figure out that that thing might a leak or be worse. The Chinese military might even just release it to attack America. So these are all things that get into, it's a extremely well researched book. That's kind of what I do. There's no facts in there that dispute. And I don't think anybody can read that book and not come away agreeing with me that Fauci should rot in prison. So I'm asking everybody listening right now, go to Amazon, take a look at the book. Why Fauci should rot in prison? Why buy one for your friends? My thinking here is that if everybody understands the damage this SOB has done, then that will help build political will

to actually prosecute the guy. And so the book, why Fauci must rot in prison is this, eventually the prosecution of Tony Fauci, I, the author and the prosecutor, the reader is the juror. And at the end of the book, I show how the prosecution could move forward, not at the federal level so much because there's pardon issues, not insurmountable, but there are issues. But it's at the state level, it states like Florida, Missouri, Kansas. And let's get this guy because he got us without a doubt. You know, it's interesting because I think anybody who is being intellectually honest would have to look at the situation and what occurred after, you know, after the, it was announced that this virus COVID was was going around. It's clear to me that there was some sort of conspiracy

by Fauci and others to not only hide the fact that they had developed this in a lab in Wuhan, and there's plenty of evidence now that they were, he was pushing to quiet down any discussion of this, you know, the lab leak theory. Well, even though you had a CIA assessment, that basically had determined that there was a high likelihood of that lab leak. So to me, that's an issue that definitely needs to be investigated and, you know, drilled down into. But the other thing that really bothers me about this whole thing was the fact that there was, was ample evidence of things like Ivermectin, hydroxychloroquine and, and natural immunity that should have been considered, but it was thrown out in a very unscientific way. And then what, where, where there was a clear conspiracy going on is anybody who even tried to mention any of these things, even doctors, scientists who tried to mention these things on social media were immediately shut down accounts were banned,

things like that. And I have to wonder what was going on behind the scenes? Who was talking to who, who was directing, you know, those accounts to be silenced? Well, it's all in the book, interestingly enough. And three, three of the doctors who were punished, essentially, by a Fauci, right, very nice endorsements for the book. Great guy, Peter McCullough, you might have seen him on TV. He has a healthcare kit that he sells, but he lost his job at, at, at Baylor. Dr. Robert Malone, who I wrote quite a bit with about the vaccine and then Harvey Rish. And I'm the hydroxy guy, I don't know if you know this, but when I became like the quarter master, one of the things I had

in warehouses, federal warehouses, is I had over 60 million tablets of hydroxychloroquine. And I was in the early stages of moving that hydroxychloroquine through the big pharmaceutical distributors and then into the pharmacies and hospitals. I had that going like a friggin freight train. And for those of you who are listening who think hydroxychloroquine is some kind of crazy stuff, just read Fauci's diary. That's the tragedy. Like before it became a political issue, and Donald Trump supported it, Fauci says right in his diary, safe drug. Hey, it's been used for 70 years for malaria, lupus patients take it every day of their lives. It's safer than probably

19 out of 20 drugs you see advertised on television every day. Okay. And, and it's it works, but it works only in in a in a specific way. It's a it's not it's not like Superman, right? It's it's strong, but not Superman. So if you give it in the first seven days of a person's infection, it has the power basically to reduce mortality rate and reduce severity symptoms, full stop, no question about it, but also has a prophylactic effect. So you take it beforehand and you help first responders not get infected. This this stuff works and friggin Anthony Steven Fauci may damn sure you couldn't get it. And if you just do the math on 60 million tablets that I couldn't get

distributed, that's thousands of people who died that didn't have to. Yeah. So that story, is it's it's all in the book. And that's the thing about, I want anybody to notice why Fauci should rot in prison is a firsthand account. Okay. I was in the room. I was in the room for the China travel ban for a hydroxychloroquine for the masks. I was the guy in February who got operation warp speed going and I don't regret that. I'm proud that we were able to do it. But I never imagined a world where Pfizer would hide the data on the possible harms. And Fauci would make everybody take it instead of just senior citizens and people with comorbidities and there in lines to tell why Fauci must rot in prison. And by the way, Amazon, if we can get this out there,

we can make a difference. You can make a difference. I think the aspect of your book that is very compelling is many people have written books about COVID and what went on. But very few people have written a book about COVID that were in the administration that were in the room, hearing the conversations and understanding what was going on. And I'm very fascinated by that. I imagine that from the very onset of that and what was coming out in the way that Fauci responded, especially after the change of leadership in the White House. Yes. Trump had to have been pissed. Well, Trump was pissed long before that. I'll tell you, he knew early on and I told him often that Fauci was doing nothing but sticking knives in his back. And there's a funny portion of the book where interestingly enough on my birthday, I published

article in US News and World Report. It basically strongly criticized Fauci and basically went through everything he was wrong about. And Fauci turned his guns on me essentially and tried to get me fired. And it was like, that ain't going to happen, Tony. Just publicly, the boss sometimes had to play nice, but privately, he knew exactly what Fauci was doing. Fauci, after Biden was in the White House, Fauci became the chief medical advisor. There had never been a guy like that before. So he was the guy who basically made sure everybody, pregnant women got the vaccines and boosters. Everybody had to get the vaccine on penalty their job,

their job losing their job. There were stories in the book about the people who died from my carditis. I mean, the guy, and he's such an egomaniac. Half the diary is like, he writes down the death toll as of that day. And then he goes and talks about all the Hollywood stories that he talked with that day and his bobble head and he's the sexiest man alive now in People magazine. I mean, it's like he needs to go down by this book. Why Fauci went to prison, buy it, give it, to buy it for anybody who can't. If people understand this story, then he's going down. On that note, you know, you mentioned about states and actions that they might be able to take the property or the blanket pardon that Biden gave him, although it could be over two.

It doesn't apply to the states. Yeah, it doesn't apply to the states and I would even go so far as to argue that the auto pen issue is still at hand with. And there's ways to get him federally. But you know, like Florida, boy, a lot of senior citizens, nursing home, there's issues there. There's all sorts of things. And then testimony that he made where he wasn't forthcoming. I got it all laid out in the book. There's like 15 counts. Yeah. Well, Peter, this has been a fascinating hour from the threats overseas to rebuilding manufacturing her at home to a book that's not going to make you a lot of friends in Washington.
