If you don't lock your car and you walk more than three meters from it,

and you take the key, you could be fine. So you could nip and get a coffee. And if you come back, done fine. Four meters away. Is that just like wasting the place's time or something like that? No idea. Also, if the windows only count, if they are open two centimeters or less, so if you have it open more than two centimeters of your windows, you will get fined.
