Flood Disaster Natural Or Man Made?

As we sit here hoping the flood passes by without causing more damage, into the sea, or contained by the Army and the PDMA here are some questions that we keep on asking. First of all, India was manically building all those dams, and yet their dams failed to hold all that water so that had to flood Pakistan...how come?

secondly, Lahore has NEVER EVER had floods in our history so why now? is India the only culprit, albeit the major culprit? PML-N family and party members and the army are to blame, how?

And my main confusion here is how is it that the country with the largest canal network in the world is having flooding occur in areas surrounding the canal network? Anyone here with an answer?
