1:00of millions of Americans vote. The claim is simple. USPS is rushing out a secret new system to restrict mail-in voting even after a judge blocked it. And the rollout is so half-hazard, it could cause what the whistleblower literally calls a catastrophic failure of the mail ballot system, just as the midterms are getting underway. We're talking about a process that could reject thousands of ballots over a single bad barcode scan. Let's get into what's actually happening because it's one of the most important stories of the year. We now have a new whistleblower report that was released by the Office of Senator Richard Blumenthal prepared with the nonprofit whistleblower aid. The report details how USPS is pushing forward with a secretive rushed effort to implement Donald Trump's executive order asserting federal control over mail voting. And it's doing so despite an active court order blocking those exact plans. You see, the report describes the implementation as risky and half-hazard warning it to trigger a

2:04catastrophic failure in the mail ballot system before the midterms. whistleblower says the USPS had set an internal deadline of September 1st to create a new type of system, a new type of digital verification system to oversee mail-in ballots nationwide. Here's the problem. They built it fast, maybe too fast. Here's the detail that should really, really worry you. The reports as the verification process built into the system could reject an entire bulk matching batch of ballots if one barcode on one single ballot fails to scan properly. Not one voter loses their ballot, thousands all bundled together and thrown out because of one scanning glitch. And because the system was designed in a way that the whistleblower calls slap-dash, the odds of those kind of errors are dramatically higher right now than they should be. The whistleblower didn't mince words. Potentially, millions of American voters may not receive their mail-in ballot this election cycle

3:08in a timely manner or at all. Blumenthal's response was blunt. He told reporters today that the main takeaway for me is that the postal service has designed a system to disenfranchise millions of Americans one-third of all Americans cast their ballots by mail and the USPS puts all of their votes at risk. This isn't a story about a plan that may happen someday. It's happening right now. And the Trump administration is violating a court order to do it because according to the whistle blower work on the digital system has continued even after a federal court judged tohawani ordered order to halt it. That's the defiance claim at the central center of the story. An active federal court order allegedly being worked around in real time by a federal agency. It's worth noting that the Supreme Court itself had allowed the administration to move forward with the original executive order but on narrow grounds. Well now they've started implementing it, which is why we're seeing a fresh wave of litigation happening in real time.

4:10But folks, this isn't an abstract fight. It's very specific and very real consequences will persist. Take Michigan, for example, where 37% of votes were cast by mail in 2022. This cycle Michigan has competitive statewide races along with multiple battleground house seats that could decide control of Congress. Then there's Nevada. And I speak to the Secretary of State Cisco Aguilar from Nevada, who tells me that 60% of their votes in competitive races, including in red districts were voted by mail. That's a lot of votes. If this new verification system causes the kind of bulk batch failures, the whistle blower describes states like these. Exactly the states where control of Congress will be decided are the ones that's most exposed. And so we're thinking Stan actually right now, a federal judge has twice moved to block USPS's plan. A whistle blower says the agency kept building the system anyway. A senator is calling it a deliberate design to disenfranchise voters. USPS refuses to say anything. And millions of Americans in the most competitive states in the country are left waiting to see whether they're vote by mail,

Excited to have you today to talk about all things election in Nevada, especially in light of the whistleblower report that came out today, suggesting the Trump administration is moving forward with the plan through USPS to potentially circumvent mail-in voting across the country. Now, there's a ton of mail-in voting happening in your state. You're the secretary of state. Give us a rundown of what's happening right now and what folks need to know. First of all, I think Nevadans need to know that Nevada runs some of the safest, most secure and accessible elections in the country. And accessibility does not have to come at the cost of safety and security. And we will continue to have elections as we've had them. We are in court, we'll be in court battles throughout the time that we see until the election actually starts. We start mailing out ballots September 14th to our military members serving overseas.

7:24But in reality, we know that Nevadans have chosen mail ballots as a preferred choice to vote. In the recent primary, 60% of Nevadans used a mail ballot since the 22 election, 86% of eligible voters in Nevada have used a mail ballot. But it's really interesting. It's some of our deepest red counties, nine Douglas County, are the highest adopters of mail ballots. So the decisions that this administration is making, the terrible decisions the United States Postal Service is making are not going to just impact Democrats. It's going to impact Republicans. And you know, Nevada is some of the closest races in the country. And there is a competitive gubernatorial race on the ballot. And I think this could hurt that. I do want to ask you about that. But before I do, has USPS communicated with your office at all regarding the latest rules and regulations that they're trying to implement? No, I mean, the fact that the president goes on TV makes threats against our state, makes threats against me. The secretary does the same thing threatens prison time. But they can act like adults and have a conversation like an adult. And the Postal Service is following that

8:26same mantra. They're just doing what they need to do to appease the president. And that's really unfortunate because they used to be one of the most trusted organizations entities in American government. Because it touches every single American every single day. And their credibility is going down the toilet every second. They try to continue to appease this administration. Have you all sent over voter rolls from the VAT to the administration? No way. And they won't get them. We sent them the publicly available files. But they want additional information. They want last four security numbers. They want drivers license numbers. And we said, no way. Take a hike. We're not giving you that information. That is protected information and the VATs. When an VAT had decided to register to vote, they decided to give that to the state, not to any other third parties. But it's really interesting when they asked for it. We responded and I'd buy say no. We said, here's the public file. You can have this. But tell us, why do you want this information? Who's going to be responsible for it? How are you going to keep it secure? They never responded because they came answer those questions and say they just sued us. Which is

9:28fine. Because that's really fascinating. And I'm going to speak in terms of the president. It's about winners and losers. We are 23 and O on that exact issue in the courts. Securities are winners. And in this administration, there are losers on this issue. So what happens if USPS and the Trump administration says, we're not going to send the single mail-in ballots in Nevada, this election cycle because you're not giving over the voter rolls. What do you do? That's going to be a fascinating court discussion. We're in court now over this system and the executive order. But I think at that point, we're going to have to have an interesting conversation. But not only are they going to have to do a secretary, they're going to have to deal with the American public because that's starting to disrupt the lives of everyday Americans. And that response, I think, can be quick and harsh. Now, something that whistleblower wrote in their report to Senator Blumenthal today that really caught my eye was that even if the courts allow this USPS executive order to go forward, it'll cause so much chaos. And Americans may not even

10:31get their ballots because of it. We are what, less than three months away from Election Day. Is that kind of what you would see in Nevada as well? Would there be just a ton of chaos if your force implement this order? I believe so, but I've been telling Nevada's to have a plan. I've been trying to speak directly to Nevada's to say, look, we're interesting time. Your county clerks are working hard every single day to make sure you have a great election. Respect the fact that they are trying to do what's in the best interest of you. They live in those communities. They know their voters. So they will adjust as they need to be. Local elections officials, secateurs of state are crisis managers. We have to take everything that's given to us and figure out a response that's going to work for Nevada's across the state. Now, I do want to fast forward a bit to Election Day and Nevada with all the mail and ballots, sometimes mail and ballots take a little longer to count. We saw it with Catherine Quartz has massed so in her race against Adam Lacksall. She started the night a little down and ended the night a little up. Now, the Trump administration and the president himself has attacked the fact that, well, these vote tally's changed as more ballots

11:34are counted throughout the night and into the several days after Election Day. How do you, what are you telling Nevada, who may see, for example, a Republican candidate on election night or a Democrat up on election night? And then that tally starts to slowly change. Is it fraud? No, it's not fraud. You know, we don't have widespread fraud in Nevada, nor does any other state. Our systems are pretty secure. We have systems in place. We have checks and balances in place. There's responsibility that the state has. There's responsibility that local counties have. And so that division of duty creates a pretty safe environment. What I tell Nevada is, and I think it's important to understand some of the factual information around mail ballots. In 24 general election, less than 2% of mail ballots arrived after Election Day. The county said 98% of all ballots in their possession on election night. The county's got to 90% processing, which was a huge improvement from Katherine Cortez's race in 22, but it was also two. We had a gap of 8%. And we finally have a new system in Nevada that went

12:40live for the 24 general. I get data in real time. That 8% gap or mail ballots received on Election Day that were dropped off at polling locations. They sat in those drop boxes all day, sat there, and then at the end of the day, they went to the county for processing. And the county just got overwhelmed. So now we are working with the county to build efficiencies into that process, to start processing throughout the day on Election Day. So they don't have that big bottleneck. We did all these great improvements to the efficiency. And then the postal service goes that makes a massive processing change by not processing in the evenings or post-marking ballots in the evening. That's for all mail. It's not just no ballots. So that through a wrench into our system. And now we're having to readjust to get what I tell people is Nevada runs some of the closest races in the country. We want to make sure we're accurate. But at the same time, we have to get better every single day. It's been one of my soapbox issues is counties. You have to get better at processing. But also too, we instituted a new dashboard this cycle. It's called vivid VIVID.

13:41To show in real time how many ballots are in the possession of the counties, how many of VIVID process, how many people are voting in person. So the VIVIDs can see, oh, these ballots are in the possession of the county. Here are the number of rejects, here are the number of signature gears. So everybody can see all at the same time what is actually occurring in our elections process. And before I let you go, I do want to ask you, there is another claim going around by the administration, just generally not Nevada specific, that there is widespread undocumented citizens voting. Clark County and Nevada, you guys have some of the highest rates of Latino voting in the entire country. Is there any evidence to support the president's claim that you have undocumented residents voting in your elections? Well, as the first Latino secretary of state in Nevada, it's my responsibility to call bullshit on this administration. They are plain outright fucking lying. This is not true. They went on TV and said we had 15,000 non-citizens on our voter

14:42rules. We asked them for their methodology, their data. We finally had a meeting with them, which was recorded, you can watch. They can't explain it and they cannot justify the numbers that they had. They sent us a data set of about 6400 voters. They were only able to process or research 185. And even that research did improve to be conclusive. We said, hey, we can't use these four columns to send us to validate your work. I mean, the third grader has to show their math work when they do a math problem. The federal government does it when they accuse somebody of being a non-citizen. And so when we asked them for additional information, they immediately wrote back and said, we're not going to send it to you. So they can continue to make these false accusations. Again, Nevada runs some very close races. And the fact that Latinos are 30% of our voter base, they're going to be a significant voice in 26, but also in 28 because the road to the White House runs through Nevada and Latinos are going to have a power in that say.
