The shooter was a retired police sergeant in the middle of a divorce and he was targeting his estranged wife. She was hit in the face but survived, now her friend who was with her is telling Inside Edition about the terrifying moment. Health officials have sent out an advisory for anyone who attended a mud race competition in Sonoma County, California.
