中国地下水资源量占全国水资源总量的31%，却要维持全国近70%的人口饮用和40%的农田灌溉。近30年来，我国地下水开采量以每年25亿立方米的速度递增，北方和东部沿海地区地下水超采越来越严重。据统计，超采区面积达62万平方公里，严重超采城市近60个。 金士博（Wolfgang Kinzelbach）来自瑞士，在世界多个国家研究地下水问题超过40年。上世纪七十年代末起，他开始在中国参与水资源管理研究。 “近年来我们做了一些工作来引导农民节约地下水，但光做好这些就能停止超采吗？在回答这个问题前我们必须要看清超采问题的本质。”“但在现实中，地下水问题是看不到的，像环境污染、空气污染，我们马上能感觉到，但是地下水在哪里？地不是透明的，我们看不到。”
