許多學校可自訂學費及招生策略

要落實高教的創新與多樣化，關鍵在大學自治及永續獨立的經費體系，
在歐美及日本是以大學法人化來落實，許多學校可自訂學費及招生策略，
並鼓勵教授兼職甚至開公司，再透過反饋社會讓學校、教授、社會三贏。
國內的大學由教育部統一管理，雖能保障公立大學教師退休權益，
但也限縮了自主多元與創新。在課程上，國外沒有128個學分的畢業門檻，
只專注專業訓練而以多元資源與環境鼓勵學生自主學習。
