Whistleblowers are held up by the political class as brave and to be believed, whereas leakers are treasonous or apologists for Vladamir Putin, for example. The difference, of course, is how the information plays within the regime's narrative. If the information is outside the allowable range of opinion, then they are considered a "leaker". If the information is held as a "state secret", well then the person is guilty of treason and immediately arrested.
