Episode 150: Supervisors or Scapegoats? Inside the USPS Management Crisis

Why do so many conflicts inside the Postal Service beginwith poor instructions, unrealistic projections, threats of discipline, and supervisors who seem more focused on numbers than people?

Richie delivers a strong and unpopular opinion:grievance payments are not simply labor costs—they are often management failure taxes. They are the price the Postal Service pays when management chooses to violate the NationalAgreement today and deal with the consequences later.

The episode challenges the Postal Service’s obsessionwith numbers and explains how computer projections can become weapons when they are treated as facts instead of management tools. A projection cannot see theweather, traffic, excessive parcels, broken vehicles, late mail, customer service, unsafe conditions, or the actual realities of a carrier’s route.

Richie also explains how discipline is sometimes misusedto create the appearance that management has taken action. Instead of fixing staffing problems, overloaded routes, poor planning, or operational failures, management may document and punish the carrier who was forced to absorb thosefailures.

But this episode does not excuse every supervisor.Pressure from above may explain poor behavior, but it does not justify harassment, retaliation, dishonesty, unsafe instructions, unsupported discipline, or disrespect. Supervisors may be victims of the system, but theyare still responsible for how they treat the employees beneath them.

The central message is clear: the union is not preventing management from managing. The union is preventing management from operating without accountability. The National Agreement does not destroy management authority it places lawful limits around that authority.

This episode is a direct message to supervisors, carriers, stewards, branch leaders, and Postal Service executives. The Postal Service does not need louder supervisors. It needs stronger leaders leaders who respect the contract, value the workforce, protect safety, accept responsibility, and understand that letter carriers are not the problem.

The mail does not move because of a spreadsheet, ateleconference, or a computer projection. It moves because letter carriers show up every day, carry America on their shoulders, and get the job done.
