The White House says it's thrilled after a federal commission gave early approval to the design of a 250-foot arch, President Trump wants to build at an entrance to the nation's capital. Meanwhile, Saga Magani reports the federal judge who halted work on the White House ballroom is allowing some construction to continue. Judge Richard Leon says he's only ordering a stop to above-ground construction of the planned $400 million ballroom. His clarifying is earlier order to say below-ground construction of a bunker and other national security facilities can continue. That came after an appeals panel told him to consider the possible national security applications of stopping work. Government lawyers had argued the project includes vital security features against a range of potential threats from drones to biohazards. Saga Magani, Washington and I'm Ben Thomas.
