3:03At LASA. And what happens when somebody on the audit committee at LASA starts to actually investigate. And publicize. Some of the sins being committed. Well, he got taken care of. That is in the second hour. Now here in the third hour, we're going to talk with Joey Tuchio. We played a. That channel five report. At the end of last hour. About at. At a. Annel shelter. An employee getting attacked. By a crazy guy who's led out of prison. And he came to retrieve his dog. And Joey Tuchio learned everything about it. And he's got a lot to say. Joey, how are you? Hey, good. How are you? I am. I am great. But let's let's start with this situation run through again. What happened where it happened? Who the. Excuse me. Who the sky was? Excuse me. Yeah.

4:03Go ahead. I have a lot more information. So yes, on Friday. This craze man. Came in. He was just released from jail. He the day before actually a witness said that he was going around the shelter, howling and barking at dogs. And then the next day he went to get his dog that was brought there after he went to jail. The dog had to get fixed. He didn't want the dogs to get fixed. But they had to. And then he was in the lobby waiting. And there was a staff member on his phone just texting completely unrelated. And then he said the criminal thought that he was videotaping him and lost his mind. He backed the guy on the floor, said, plead for your life while the guy was screaming biblical verses. He breaks into the vet, which is next to the shelter where his dog is. He beats the receptionist. She has staples in her head now and a broken arm. Oh no. It's crazy. He's demanding all everybody, all the staff members, just primarily women to their needs to plead for their life.

5:05He runs out with the dogs. That wasn't even done. But he wasn't even cleared to leave yet. Drop the dog on the 101 went to a train station to try to kill himself. My friend ran the sky criminal record and this guy is a lifelong criminal, including two felonies of assault with a deadly weapon. What was he most recently in jail for? Do you know? In October, he went to jail for a cell up with a deadly weapon. And then on Jan, and then in June, he was going there for six months. And then in June, it was more or less like tampering with the car that wasn't his. You mentioned the dog. You mentioned the dog was left on the 101. What happened to the dog? The volunteer, a brave volunteer came with following the guy and retrieved the dog. Luckily, the dog is safe. Unfortunately, the dog now is now in evidence, which means the dog could be there for weeks or months.

6:06Now, just today, there was another case, another situation where this guy came in threatening to kill everybody in the shelter. Say, I'm going to copy what happened on Friday. I told I told Karen Bass's office on Saturday, what happened? They called me up and they gave her going to get a security guard there. I met the security guard yesterday. He was unarmed and he was, I mean, my stone friend who do a better job than him. He seemed so careless, didn't care at all. When this happened today, he wasn't even near the front entrance. He was behind behind the building. It wasn't a real security agent. No, it wasn't a real security agent. He was unarmed. And I asked him, are you armed? Because I told the staff want told Karen Bass through me that they want armed security. He says, well, define armed. I have arms. Oh, I'm not a jackass. I was like, this is crazy.

7:07I mean, people like this poor woman is so afraid to go back to work. Everybody is afraid to go back to work, which means that the people, the dogs will suffer more. We're a few words volunteers. They're afraid to go back to work. No comment from Nithya Rahman, by the way, who made it a point to say that she's going to take care of the animal welfare community. Not one word. Where is this Lacey Street North Central Animal Care Center? What neighborhood is this? It's Lincoln Heights. So if you're not this Hernandez, who also has not said a single word about it. Because I'm not surprised. All right. Now, so the first incident, the one who had the dog and took him out to the 101 is, is that guy a street person? Is that a crazy person? So North Central is connected to Skid Row. So when dogs either get removed from Skid Row, one way or the other, they end up at North Central Animal Care Center. So he, he die is from Skid Row. He commits violent crimes, gets put in jail, is let out.

8:09And he goes back to a tent on Skid Row and they return the dog to him too. He wears to get a dog and this is his second felony for literally a violent crime. He should not have a dog. Obviously, whatever happened in jail or any kind of rehab didn't work. Because he's just a lift. He's a lift at the shelter. And look, I'm so... He's insane. It's insane. And I'm so sad that it happened at the shelter. At the same time, imagine if that happened a week later when he was home alone with his dog. And the dog did one thing he didn't like. The dog could be dead. And the second guy that you were talking about, the second crazy person, another, another homeless guy. Yeah, I thought you today, I was just talking to somebody there. And the problem is the staff is so afraid to speak out because they could lose their job. And I told Karen that they lose their job if they speak out about crazy people coming. It's threatening to kill the lost your job. They can lose their job for saying publicly that they're afraid to get killed by the homeless people who come to fetch their dogs.

9:17Yeah, exactly. It's crazy. I mean, this is... So they literally let me know when things happen because they know that I'm loud and I'm not just. So I'll scream from like the rooftops. And I've been very vocal about obviously skin row and everything. But the shelters, too, especially when they're connected to these very high density homeless communities, mentally ill, drug addict communities, there needs to be armed security. And actually, a few, earlier this year, there was another dog who went to North Central Animal Shelter, went in, another homeless guy went in, grabbed a cat, screaming and yelling, saying, this is my cat. And if this cat is microchipped, I'm going to cut the microchip out of the cat's body and left. This is so terrifying. Yeah, I mean, the staff is terrified. Why would a volunteer show up here? And it's a shame it's North Central. I mean, there's such a good group of people and they try still hard and they're really supported.

10:18I adopted my first dog from North Central, so I had a special place in my heart. Yeah, but there's a lot of bad people and bass and ramen are siding with the bad people. Those are the ones they're protecting. They're not protecting the good people who work at the shelter. They're protecting the bad people who are threatening to kill everybody at the shelter and the dogs, too. Easily could have killed the dog when he dropped out in the 101. Yeah, it's great. I pull care of that, his office. I'm like, I'm going to the shelter now to do a new segment about it. And they told me not to. The police don't do it. We'll take care of it. I said, no, you care about it. I'm even making a public statement about that. They don't take care of anything. They're lying. They're just trying to do constant damage control. They're so scared of losing this election. Everything is damage control. Everything is nonsense and BS. All right, listen, Joey, you're doing great work. We'll talk again soon. Anytime, okay? I really really, we're just we're just in a bad, bad state right now because. You got you got insane people who live in Skid Row.

14:20Eventually they get violent and they hurt somebody. They're thrown in jail for a short time. They're like, I had a jail. They go back to pick up their poor dog. At an animal shelter and they lose their minds. They start beating up everybody at the animal shelter. That's the story of the Joey Tuchio told and it happened. It was on Channel 5 as well. It happened in Lincoln Heights animal shelter. And nobody does anything. And then you know, you threaten more media coverage. Oh, and then the best people freak out saying, oh, no, no, no. We'll take care of it. We'll take care. People are awful. Do you know how awful you are? Do you understand how awful you are and what what you have done to this city? What you and how much everybody hates all this? You know, I say this and then look who gets look who gets the votes. And I mentioned this a couple of times. I'm going to mention it again. I saw a story today. They're doing focus groups, political focus groups on the governor's race.

15:20And they have found there's a certain percentage of people who give the government and California an F failure failure, but they will not switch sides when it comes to their vote. You might as well go. I just will go real estate shopping in Florida. I wish I could do my own focus group, get 12 of these people who declare California a failure and don't want to switch their vote. Why you think something worse is going to happen? What worse is going to happen? What are we dealing with here? All right. See what else is going on here. We're wanting to play this California and the stupid high speed rail train. That's another one. It's like Karen Bass in the homeless. Newsom's blown billions on the high speed rail. And they're supposed to be an independent watchdog.

16:23And they created that in 2023. And that's to audit and investigate fraud and contracts and a bill. Well, yeah, I'm going to let Julie Watts explain this. Julie Watts is with CBS up in Sacramento, CBS news. Because Newsom is now playing games so that there isn't going to be any public high speed rail oversight. Because he's got to run for president. So he's trying to squash this play cut number eight. Let's level about the high speed rail. That's governor Gavin Newsom at his first state of the state address, promising to hold high speed rail accountable. That's why today I'm ordering some new transparency measures to having to explain how tax dollars are spent. Fast forward seven years to his last state of the state as governor. We're also laying tracks. Tank tracks, the nation's first high speed rail system. The reality to be clear, there are no high speed rail tracks laid as of today. Not yet. No.

17:23That's the high speed rail watchdog. Governor Newsom appointed him to hold the project accountable. But now Inspector General Ben Bellnaps says state bureaucracy is keeping him from the software and experts he needs to do his job. And I've been complaining about it for quite some time. The good news, the governor has the power to help by signing a bill. His own watchdog calls absolutely essential bad news for his watchdog. The governor's office is planning to veto that bill according to multiple sources inside the Capitol. There's been too little oversight and not enough transparency. And here's the twist. The governor already passed the most controversial part of the bill. That's a provision letting the watchdog temper rarely withhold some records from the public. Newsom pulled that part out of the inspector general's bill and quietly passed it inside a budget trailer bill. That's the fine print that rides along with the state budget on a fast track. No pun intended. So what's left for the governor to veto? Well, the part of the bill that has by partisan support.

18:25The part the inspector general calls crucial. His ability to hire his own experts and buy the software he needs to do his job. In the meantime, he's been trying to get standard out of the box software that's supposed to cost around $300,000. We've spent millions. But after two years and more than a million dollars and required consulting and state agency fees, he still doesn't have it. And then they're staffing. Currently, my office is half staffed. That's because the state designated job classification for his open positions is too low for the experience. Auditors he needs to hire. They're over qualified. The impact on you. He doesn't have the staff to even start a high speed rail change order audit worth hundreds of millions of your tax dollars. Including change orders. Change orders. The governor promised to investigate back in 2019. It is unabsolutely unacceptable that ID doesn't have what they need. Yeah, we're all accountable for that. Those are the chairs of both transportation committees, and Democrats and the governor's own party.

19:27We asked the governor's office a series of questions, including why he deposed giving his own watchdog quote, critical resources. They declined to comment. Of course they do. They don't have to. There's no consequences. Everybody's going to vote for a Javier Bissera who will do the same thing. Run this through again. Create an inspector general. They spent over a million dollars. They need to buy. Unconsulting they need to buy 300,000 dollars in software. They will not buy the inspector general. Then down that the $300,000 software. He's supposed to have a staff. He's got half a staff. You know, like we have half a fire department and half a police department. They have half a staff to investigate all the high speed rail theft. Because it's a low level job classification, which means I guess it probably pays dirt. And overqualified people don't want the dirt pay.

20:28This is how you stand up. Do a press conference. Say well, I've an inspector general. We're going to find the fraud. We're going to do it on it. And then it never gets done. You don't give them a staff. You don't give the money for the staff. You don't give them money for the software. So they haven't been able to audit the change orders, which cost us hundreds of millions of dollars. Hey, you want to talk about it? Newsom? No, no, no. The governor's office doesn't have a comment. Bass is office doesn't have a comment. Nobody has comment. Nobody talks. Nobody gives interviews. Nobody nobody has any exchanges. They don't testify. They don't. But you vote for them. Somewhere out there. We have lots of people who give the California government an F. But they aren't going to switch sides when it comes to voting. Think about that. We come back. Absolutely mental patients. She's the woman. I hate to like always go through this, but she murdered her three children. Put them on their stomachs after sending her husband out of the house and took exercise bands and strangled the three of them to death. Now there's no question she did. And she's admitting to it. So it was so is her lawyer. They're trying to say, well, you know, she was insane.

22:31Had postpartum. Didn't know what she was doing except she sent her husband out in advance. So she knew what she was doing. And then after she did it, she tried to kill herself by jumping out a window paralyzed herself, which means she knows what she did and that it was wrong. Put it before a jury. Everybody's always carrying on about the wonders of the jury system, huh? The jury system sucks. It's ridiculous. It's filled with morons. This was 11 to one in favor of acquitting her letting her go. One guy stood up and now he's getting vilified. Nine of the 11 jurors who thought she should be should be acquitted. Are women? Three of these women spoke to the NBC affiliate in Boston. We have a couple of clips to play. Listen to this play the longer one. Cut number one.

23:31He was very arrogant. He really did not take. Stop, stop, stop. He's they're talking about the whole that juror. The one guy with the sense to say a mother who kills her three kids ought to go to prison. One guy at a 12. And they all thought he was the bad guy there. Yeah, he was the problem. All right, now start again. He was very arrogant. He really did not take anything that anybody said. The nurses he tried to ask a question about the medications. And we went back to the report from social hospital. We had the toxicology report. We could see exactly the amounts. The doctors in the room spoke that was a reason of incident. I'm not sure if the world is the right word. So spoke to that specific thing that was a question that he had.

24:33And he just completely disregarded the information that they gave him. I mean, he had reasonable doubt. He admitted he had reasonable doubt. After we watched that video of the interview, I think that's what it was. He admitted he had reasonable doubt. I was so excited. I actually did with three forms. I had a fill out. And I started feeling the amount. I wrote my signature on each one. And then he said, but I'm still not going to say that she's not guilty by reason of incident. I'm not sure if the world is the right word. But every one of us in the hours of a frustration would get up and walk the room. And we'd all go into the cart, but the exhibits. He, he, I think got up to the cart once very briefly and went back to a seat. He would not, he would not interact with us.

25:34And, and try to understand, we read him on numerous occasions the definition of a reasonable doubt from Jackson Sullivan's instruction. He actually said one day in the end, why don't we have the judge come in and read it again? And we were like, no, we have it in front of us. We don't need that. And we would highlight it. And, you know, so and so, this is the definition of a reasonable doubt. But he had the hardest time getting off the fact that Lindsey viciously killed our children. That last line. Could you back that up five seconds? He was starting with he had the hardest time. Listen to this clearly what she says. We had the hardest time getting off the fact that Lindsey viciously killed our children. He had the hardest time dealing with the fact that vicious that Lindsey viciously killed her children.

26:37He had the hardest time dealing with that and wanted her guilty. So this lady here agrees that Lindsey viciously killed her children. Of course she did exercise bands. Strangulation snuffing their life out. One, two, three. He had the hardest time dealing with, well, yeah, because he's a normal person. And you are elunatic. And he wouldn't interact with us. What's to interact with? You spent days and days there insisting that she should be let go given a pass from murdering your children? Well, how long are you going to talk to a crazy crowd like that? He probably wanted to kill himself locked with this bunch of hands.

27:37I make no sense. Do they listen to themselves? He's the bad guy because he couldn't handle Lindsey viciously killing your children. They, however, were the reasonable people who wanted to let the lady go. What kind of instant cult group think occurred there? Now, here's another clip. The Lindsey Clancy jurors found the defense attorney Kevin Reddington entertaining and compassionate. Listen to this. This is his whole demeanor. Yeah. It was funny. And there was one time, whatever he said, I don't know, but I went. And he was entertaining, which was good because we needed some about it. And arrogant at the same time. Yes.

28:37Like arrogant and entertaining. He would go back and forth between that. Yeah. Like compassionate. Yes. Through his arrogance. His compassion towards Lindsey was amazing. His compassion is faked. Defense attorneys fake it as part of their performance to sway idiots. He doesn't care. He was getting paid. He was getting paid to manufacture fake compassion. And these vegetables are going, you hear them giggling like little fangirls? He was funny. He was entertaining. He's so compassionate. He's a defense attorney. They have no compassion. If he wins, he gets more big paydays. Were all these women dropped on their heads?

29:38And, you know, I'm looking at Twitter and various lawyers or deputy D.A.s. Still defending the jury system? No. It's horrible. You have silly, foolish women who created a little social group there. I've seen that happen before in trials. They create a social group. They're going to be friends for life. They're going to have reunions and picnics. They're going to go to each other's house in the summer. Social group. One guy sitting there. And he probably spent every minute wanting to blow his brains out. I would have. Oh, and then he wouldn't engage. At some point, you got to stop talking to crazy people. It's helpless. Jury system worst idea in Western culture. I have jury duty this week. Life to call every night. Tell them you're, you know what to do. You go in there and say, no, they're guilty. They wouldn't be here if they weren't guilty.

You testified before the committee on September 15th and she replied by saying she's busy. She's not available. And they're claiming it's a scheduling issue. It's not a scheduling issue. She doesn't want to talk about this because it's all ugly news. This whole is about LASA LA Homeless Services Authority. It's one big criminal racket. So she wouldn't talk about it to a judge when a judge wanted her to testify. She had 11 outside attorneys and four in-house city attorneys block her from having to testify. She won't come on our show because I guarantee you press office be aware.

35:52I'll be asking about where the money went. And I've got all the examples that's been covered in the media. We had Nick Gerdaugh from LAS.com. And you know, it's people like Bass is one of Bass's close friends, Valice Adams-Kellum, who gave $2 million to her husband's nonprofit when she was running LASA. So Bass should be forced to explain all this since she's running for re-election. And the homelessness is worse. So she won't talk to the subcommittee. She won't talk to the judge. She won't talk to us here on KFI about this stuff. And one of the people on the auditing committee we found out last hour, when he started uncovering where some of the stolen money went, he was demoted.

36:56Bass got one of her lackeys on the commission to remove him. So it's a really bad story. There's really a lot of money being stolen. People ought to be going to prison. There ought to be investigations. But that's what Rob Bonta ought to do is the attorney general, but he won't. So the federal government is trying to investigate. A federal judge is trying to investigate. And he's getting stonewall by Karen Bass. So that's the state we're in. And the other alternative is that complete fraud, the fake candidate, who had those nonprofits that she funds, find fake unconscious homeless voters, to vote for Nithya Rahman. Yeah, that's what we've got here. And what I'm saying is the way out of this is 90 days after whoever gets elected, gets elected, then you start a recall. And I really think that should be seriously done.
