Why We Vote Ep. 187: David Becker's DHS Referral, ERIC & the Voter Roll Wars
About this episode
CannCon and Ashe in America open on a somber note, asking for prayers for Professor David Clements after a serious heart attack, before wading into the competing election narratives of the week. The main event is David Becker, whose Center for Election Innovation and Research just caught a DHS referral, and whose group hosted a call Ashe tried to record only to end up with 49 minutes of deliberate silence. From there they dissect the ERIC machine: how citizenship data gets stripped out and handed back to states to "guess," why Colorado ended up with nearly 30,000 questionable registrations, and the Georgia legislature testimony where Becker's board ties got very carefully worded. They also demystify Trump's EO 13848 renewal, the CISA and EI-ISAC censorship apparatus, and the mal-information playbook. Sharp, wonky, and a little exasperated. Plus moist nicotine pouches, weeds you can eat, and a friendly Alpha versus CannCon constitutional feud.

The bad man, the bad man, the bad man, the explain those bad man. That's a hell of a name. All right, good evening, ladies and gentlemen, and welcome to Why We Vote. All shows are Why We Vote now, Brian. But this show is actually Why We Vote. So please hit the like button, helps us out quite a bit. Share the show if you haven't already and buckle up because there's competing election narratives out there. And we just need to address it head on, I think. Yeah. Before we get into any of that stuff, I do want to take a moment and ask everybody for prayers, for Professor David Clements. He did have a massive heart attack earlier today. He was rushed to the hospital. I'd have surgery. Aaron, his wife, Aaron, has said that he is out of surgery and he's in the ICU. And it's looking good from what I understand.
I don't know. I haven't spoken to her personally. I'll probably reach out tomorrow and try and get an update. But looking good from what I see. And so pray for him. Professor Clements is a very, he's a very prominent voice in this movement. He's been steadfast on election integrity out there. And as he calls it now, New America, New Mexico, and throughout the country, he had a fantastic documentary back in what was it? 2023? I don't recall. I met David the same day I met you at the cyber symposium. And I often joked with him back when we were interacting regularly because we worked together for a little bit. And I used to joke that I loved, you know, that I loved his wife more than more than him. And please, everybody pray for Aaron and the kids. And for the doctors, hands and brain power and all of the nurses and everybody involved.
And helping him get healthy again. I saw Joe Oldman posted an update that he's expected to make a full recovery or something close to that, but that it's a long road. So definitely prayers up for the Clements family. They're wonderful people. And yeah, I've known them as long as I've known you. And they've been steadfast in this movement for that long at great personal cost at times. So yeah, I've I've I've been to many, many events with Professor Clements. I consider him a friend, you know, and we've had a lot of awesome experiences. And he's been again, he's been a staple in this election integrity fight. He has been right there with us in terms of, you know, what we preach about election integrity and the importance of it and everything else. He has had, you know, conversations directly with President Trump about the matter.
You know, I've I've had conversations with him, you know, before that documentary came out, I was I remember when I was in Vegas in Alabama with Clay, me and Professor Clements were talking and I was watching. I was I was giving him my feedback on the documentary before anybody else had even seen it. I got to watch the whole thing with him and go step by step with him and tell him, you know, what I thought about it. And it was it was fantastic. And he's I've always considered him a friend. He's been a genuine guy, you know, God-fearing man. His wife is fantastic. He's he's honest. I've had conversations with him that, you know, he doesn't just go along with the group, right? He's not afraid to speak out and buck against the system and he gets a lot of flak for that. A lot of people, you know, there's there's people that are one side or the other when it comes to him and right now put all that aside and pray for him, his his wife and his kids and and hopefully hopefully make a full recovery. So yeah, agreed. Definitely. They're great. They're a great family. And
it's really young. Yeah. For a massive heart attack. I don't know how old he is, but I think he's, you know, early 50s, maybe. Oh, yeah, he's probably mid 50s, I would say. Yeah. He's probably 50s. Yeah. He, one other thing I was going to say is since, you know, 2020, early 2021, he was not only steadfast about election integrity, but also about January 6th and justice for January 6th. And he did the president's record for period of time and, you know, held rallies and spoke at events and, you know, really did what he could to give his platform to the injustice that was done to January 6th or just all around a good guy, good family in the fight with us and definitely send your prayers up for for all of them. Absolutely. All right, guys, let's jump into our sponsors for tonight guys are you tired and nicotine pouches that are drier than your exes texts. One other thing magovay intervention, we know that professor comments wasn't vaccinated because that he lost his job at his university or that so it's just yeah, it's really sad. Correct. So he's also a very outspoken individual and very well connected. Wow, he's only 46. 46. Oh my goodness. Yeah,
he just seems he just seems older than me because he's definitely wiser and you know more what could I bet wow, 40, so really young. I've had many a a like heartfelt conversation with him in some of like in in South Dakota when we met at the event him and I had quite a few conversations there after you know after hours in the lobby over as he would call it cheap whiskey. Same thing in Pennsylvania, we spoke at an event for audit the vote PA, both of us did an event there and had some some great conversations there and I just I love that whole family to death. They're they're just really really good people. So yeah, same 46 man. Geez. That's great. Yeah. Yeah, I mean I looked at our because I said early 50s and you were like mid 50s. Well, I mean life on the road living out of a suitcase, you know that that'll that'll that'll be distinguished. You know,

So, a couple big stories tonight will probably not be the longest of shows, but there were some interesting developments in the election integrity front, some good, some kind of off and misleading. It was some of the work stuff too. Yeah, well, what's the retarded stuff? The David Becker thing and I have to make an announcement because I posted on true social that I
had the audio from the CER stream today. I did record these CER stream today, but I have 49 minutes of silence because they blocked it from actually getting recorded. So, I have notes. No, we were kind of memorializing him a bit just because we like him so much, but no, he is in the hospital, had a heart attack. He's a nice to you. Please pray. Yes, he's a nice to you. So, I don't have the audio. My apologies. I am still going to work to get it and to get a transcript of it because there was so much packed into the 49 minutes and a lot of kind of narrative shaping, narrative development. David Becker has not given an interview as far as I can find since July. I was born too. He and Chris Krebs on the same, I think it was a CBS interview, July 19th. But he's been kind of off the game board, but his name hasn't been because, you know,
last week, I think it was last week, it was last week, it was like yesterday and it just feels like it was a week ago. He got the DHS referral stuff, which we'll talk a little bit about later. He talked a little bit about that. He's just dismissing it. I'll silly. All of the election integrity activities and efforts are silly. And anyway, when we get to that part, I can summarize my notes, but I was planning on playing like at least 30 minutes of that audio. So, I'm pretty ticked off that I don't have it. I would have like put it on speakerphone and just recorded it with the mic if I knew that the digital route to recording it was not going to work out. Should have asked. I tried to screen. Well, in my defense, I reached out to you when it was starting and you were like, could I talk to you now recording? So I did not say that. I did not say that. I am checking the notes now. You didn't say that verbatim, but you did say
that. I'm in with video. I'm recording. Yeah, I'm recording with video. Yeah. The the CEA, I think. Yeah, I recorded it with video, but you didn't tell me. Do you have the audio? Do you have video? I only have like the last from when you sent me. Oh, good. That's still good. He makes some big bold statements at the end. If you have it to the end, I do have it to the end. Okay, so we can play that. Well, let's talk about this. I thought what you were saying, by the way, is that you were live on your own channel. No, no, no, like I can't talk to you right now. I'm recording. No, I was saying I'm in the I'm in his stream and I'm listening to it. I'm recording it. That's quite the miscommunication. Yeah, but now I'm excited because making all these making all these accusations. Did you actually get audio? Were you able to record it with audio? I haven't listened to it actually. So yeah, but I did through OBS. So I'm usually pretty good with that. But let's just covered. Let's just cover this briefly from Gateway Pond in President Trump signs of order, extending national security emergency order on election integrity to prevent
the rigging of the 2026 midterms by foreign and domestic enemies from Peter Tickton and Jerome Corsi. And look, it's executive order 13, 848. Anybody on Badlands that's been on Badlands knows what 13, 848 is. This is not anything like crazy. Joe Biden, Joe Biden, quote unquote, Joe Biden. Stein it continued it from President Trump's first term. This like, I don't know, man, like this, the headline on this makes it sound like holy crappy declared a national emergency or everything's going to be fine. It's not, you know, and I think John said this morning and we're not going to get to into this. This is John's baby. So we'll let him talk about it tomorrow night on DPH. I'm sure this is nothing more than basically ordering the intelligence community to do an assessment of what they covered and what they uncovered from the elections in terms of foreign interference
and whether or not any foreign interference happened. And they have like 45 days after the election to put out a report and that's all it is. You know, it's there's so much bad information about 13, 848 that goes around. So well, yeah, but also the Trump needs to declare a national emergency right now, right now, right now, right now plus Jerome Corsi feels like a 2020 rerun and a 2022 rerun and 2024 rerun. Yeah, just all the reruns all the reruns all of the reruns. So I mean, I don't have anything else on that. I don't know if you have anything else. No, I mean, I think that that was one thing that David Becker spoke about actually is that the idea of a national emergency or the ability to cancel elections is what he called it a fantasy if I recall correctly. And then got on a soapbox about how we have never
in our 250 years of existence, Brian, we have never canceled a federal general election. We're not going to start doing that now. Not on his watch, not while he's at the helm and also he will be announcing his new podcast tomorrow. It's called the podcast is yeah, oh, because he said on the thing today that he was he said it was a sneak preview today because he was going to be announcing it tomorrow that he has a new podcast called Unstoppable, which I feel like we need like a black hat version of a boop, but I feel like this is kind of a black hat version of a boop on Badlands because the podcast is going to focus exclusively on why we can't cancel elections. Yeah, and who else is talking who is talking about canceling elections outside of Badlands? Anyone? Chris mainly. No, but outside of Badlands. Oh, no, outside of Badlands. Anywhere is talking about he's launching a podcast
dedicated to combating the idea that we can cancel elections and that feels like a what's up, black hat? Boop. Boop. Boop. That feels too nice and cutesy. Boop. Boop. Boop. Boop. No, let's call it boop. Boop. Here's his podcast, the Unstoppable vote, vote part one after the storm, part two on natural disasters, three hyperlocal four when disaster is everywhere, five unstoppable. Okay, maybe he was just announcing that episode of the podcast then, but it's going to be focused on canceling elections. That's less exciting, but yeah, we've expanded more than ever before our election. All right. So we got audio on my version. Fantastic. If you want something done right, you got to have the man do it. That's what the key is. Awesome. That's awesome. I will let you know anytime we need show clips again. I just don't do that so far more work.
Well, you want to tell me right? Well, so the other big news this week related to Becker is the Department of Homeland Security, sending a letter to the DOJ asking the DOJ like knock, knock, hey, do you guys remember this referral we sent to you guys like a long time ago under the by the Bondi administration? Just in case you weren't aware of the Bondi administration's referral that we sent. Here it is again. And so they send Mark Wayne Mullins, DHS Secretary, sends this long letter, four pages long to attorney general blanche, starting out talking about QR codes and barcodes on the ballots and whether or not that complies with Hava because it's not readable, right? It's not cute voter verifiable. Also, you know, side note today, there was supposed to be
a referendum, I believe, in Georgia to mandate that the Secretary of State update the machines, which they have not done since the Halterman report in 2021 that was released. And then, you know, eventually to the public in 2023, they still have an updated the machines for all the patches that Halterman identified, saying that, you know, there's patches for this dominion game patches. Raffensburger was like kick the can down the road like it's going to cost us too much money. We don't have the time. All this other shit. That was before the 2024 election. So here we are before 2026, they still have not done it. And so the state election board is going to hopefully turn the screws on that here pretty soon, hopefully, from what I'm being told. Now, so getting into this, I mean, we're not going to really talk about the barcode because the main part of this that I think is is relevant to the concept of tonight's show is the Eric and the
CEIR stuff. And I don't know how do you want to how do you want to approach this? Actually, you want to just read some of this or yeah. All right, I'll let you do the reading because I'm like losing my voice. 14248 also raised, you may start on the paragraph. No, the second paragraph. The second. Let me use them in this way. There we go. The second issue requires a bit more background information. Generally, we asked DOJ to review the legality of ongoing sharing of state motor vehicle data and voter registration data with several private nonprofit non-governmental organizations and GOs. We flagged concerns regarding potential violations of the driver's privacy protection act, DPPA, 18 USC, 2721, 2720, dash 2725 through state's disclosure of sensitive state motor vehicle data for use and identifying and registering individuals who had previously declined to register to vote. In September 2025, DHS representatives met with representatives from DOJ and discuss the
public reporting available regarding this issue by way of background, the electronic registration information center, Eric was created by Pew Charitable Trust in part to facilitate access to comfort comprehensive data in state motor vehicle databases marketed as a voter list maintenance organization. Eric exposes millions of sensitive citizen sensitive private data to unknown contractors, subcontractors and agents, just as long as you're not sharing it with the federal government and agents and agents of Eric, potentially in violation of the DPPA. In practice, it appears Eric lobby states to sign a contract that requires the disclosure of the private data of individuals who are not registered to vote and therefore certainly could not be in need of voter list maintenance. The data feels disclosed include social security numbers and driver's licenses. So part of that live stream today was him basically talking about how Trump was trying to get access
to the voter roll information. No states have been required to comply with this. The DOJ is 0 and 23. He went on about that for a while about this and then rattled off about how we have the social security numbers and you know what's really funny too. I don't know if you caught this part on your recording but where he talked about how nobody wants to give the USPS more control over our elections and like we should all be really concerned about the USPS having an expanded role in our elections is like but they're the they're the vehicle for mail and balance. So what? Okay. Prior to the 2020 election Eric shared that. Oh yeah I did scroll down. Sorry I scrolled down. Good. Prior to the 2020 election Eric shared that sensitive motor vehicle data with at least one other private organization the Center for Election Innovation and Research CERR and you know if
you're new here both of those organizations are David Becker. He's not he's not a figurehead at Eric any longer but it is his baby. He's the co-founder. Yeah co-founder. Like all of us here at PAB. Okay. The EI are received over 70 million from the Chan Zuckerberg 501 C3 organization which was used to provide grants to state election officials who agreed to turn over sensitive private data to CERR. This sharing and resharing of motor vehicle agency data among NGOs may not qualify as permissible use a permissible use of voter vehicle data identified in the DPPA. This category of data regarding potential voters is incredibly valuable to political parties and campaigns and obviously China. The China part's not in there. A primary function of Eric appears to be identifying individuals who are potentially eligible to vote but who are currently unregistered.
All eligible but unregistered individuals those are called EPUs identified in state motor vehicle database are contacted and encouraged to register. The list of EPUs is created by comparing information from the statewide voter registration database to the list of individuals in the statewide in the state motor vehicle database. According to publicly available reporting in 2020, Pennsylvania's $13 million grant agreement from CERR included the following terms quote grantee agrees to cooperate with CERR including providing data as CERR reasonably requests and quote. The data requested including state motor included state motor vehicle data originally shared with Eric to be used by CEIR to create the EPU lists for outreach. Eric acknowledges that the EPU list is created using data that is protected by the DPPA. Scroll. The Eric model contracts
requires states to share all licensing or identification records from motor vehicle departments at least every 60 days despite the fact that so Eric can get them every 60 days. The DOJ Trump administration, Social Security administration they can't make it make sense. Despite the fact that the MBA data will be used to identify EPUs the model contract prohibits states from sharing data related to citizenship. The Eric model contract provides that quote under no circumstances shall the member transmit an individual's record where the record contains documentation or other information indicating that the individual is a non-citizen of the United States and quote Brian would you like to comment? Well I mean that's one of the things I've been shouting from the rooftops for like four years now you know I went through my when I was writing my article. You broke
that's as far as I recall it. You broke this. Yeah I don't remember if it was me I'm pretty sure I'm pretty sure I don't want to take I don't want to take credit for sure because I don't remember how I've discovered this but I'm pretty sure I was reading the bylaws and I stumbled upon that and I think that yeah I think I was the first person to point out that David Eric restricts you from sending David driver and vehicle information that's like where they send everything and then they restrict you from sending anything having to do a citizenship. Now the the thing that you know was catching my mind during this might like kind of making me I don't know do you remember the Department of Homeland Security when they partnered with all the local jurisdictions for free to shore up their elections and do election security for them. Yeah we meet I reported on this this contract. Yep the Center for Internet Security. Yeah right
and it's crazy that during the quote unquote Biden administration and even part of the Trump administration Department of Homeland Security was going out there like getting access to you know the Albert sensors and all sorts of critical infrastructure within local jurisdictions and the jurisdictions were giving it to them for free or DHS was doing it for free but it wasn't actually DHS that was doing it the contract stated clearly that this was going to be subcontracted to a company an NGO called Center for Internet Security which is the parent company to the EII sac the election infrastructure information sharing and analysis center and this was the whole you know conspiracy behind the 2020 election to censor everybody and the what did they call it the long few press to suppress information that was real real mal information they were very focused on suppressing mal information what is mal information information that is true but very
unfortunate for the narrative. Yeah and this this is all part of that long fused report from Stanford Internet Observatory from the Washington University of Washington and I can't remember who the other ones were crap what was the other organizations it's been a while since I went down this rabbit hole but I mean the this organization I mean they partnered up with AARP like they were literally using AARP members to comb through tickets that were coming in of claims of misdiscent mal information and to send those up like they they they weaponized their senior citizens yeah in order to to do this kind of work and so the the crazy part about this is you know you're seeing these lawsuits now as dhs is like hey we want to clean your voter rolls and all the sudden all the sudden they're like whoa whoa whoa whoa whoa you can't have that information we just gave you access to the entire infrastructure of our election systems in the in the past administrations but now all the sudden you guys can't have that we're going to sue you and fight
you tooth and nail over it that's crazy yeah and like just I mean the the model is very silly right they get the data the statewide voter database data from the states effectively remove the citizenship information and send it back to the states and tell them to guess and of course they don't actually tell them to guess they have tools that you know reconcile the data sets and make sure that only eligible voters on the eligible but unregistered list of voters only eligible ones are actually encouraged to register can register and can vote but you know when Colorado there's data coding mismatch and so 30,000 29,997 individuals three ended up being citizens out of 30,000 they they they were encouraged to vote because of a data coding mismatch because it's not actually
humans reconciling these data sets it's all run through third party integration and the integration of systems within the state of Colorado where it was a data coding mismatch with the upload that came through from Eric that led to that situation which is described in the in the next paragraph but they know in the eligible but unregistered list they are selling sending in eligible voters because they're not citizens they know that they just remove the information and then send it to the states to reconcile it's it's it's create chaos and confusion which by the way is what David Becker was accusing us and president Trump and others of during his call that we're just we just want people to be afraid which is why we don't tell them to vote harder and trust everything about our election system without critical thought or inquiry. Yeah, let me I want to play this clip here because this I think was from I think this was from earlier this year but this was this was the president of Eric the election registration
information center testifying before the Georgia legislature I think these were Georgia senators Ash and I covered this on why we vote they went off and Garland Fabriano testified during this as well and this woman here on the left was very rude ridiculously rude to Garland and Garland snapped back at everything that she had to say but listen to this series of questioning here where the section center for election innovation and research pops up or reform as he calls it. In terms of Eric data I think we're looking at five or six times. Okay do you remember who those organizations are the most of them yes. Research Triangle Institute at a North Carolina a couple of professors at a couple different universities on the east and west coast and then of course I think you know in 2020 the Center for Election Innovation and Reform partnered with some Eric states to evaluate the effectiveness of their eligible but on registered mailing. Okay okay there's there any affiliation with Eric or
any of your partners with any of those organizations no for affiliation and just for the record to clarify here too so because I think you are aware the executive director of CIR Center for Election Innovation and Research was a non-voting board member on Eric until 2023 the board eliminated those positions in 2023 and he was not reappointed. So he goes out of his way as if to say like it's okay he's no longer on the board of Eric as of 2023 but you're talking about sharing data in 2020 not 2023 so he was on the board of Eric and he was the executive director at CER when this was taking place and do they not think that that's like a conflict like Eric is not allowed to share this out unless it's for research purposes and we're going to get into the research we're going to get into that because it's fundamentally retarded but if it's what's that
you're muted I said greed oh okay I agree well you kind of look like you were like you can't say that okay but that's how it sounds in my ears when you're mute it's like you're automatically critical yeah automatically disagreeing with it's second nature so okay so we have this conflict here so we should read more of that because in the in the letter from Mark Wayne Mullin it talks about Eric and CER working together okay which makes it seem like that guy's lying in the hearing um it was the the Colorado paragraph was yeah but you already spoke about that okay so yeah okay one of Eric and all the mailers went out they shouldn't have gone out yet can you search this document no you can't you can't search it because there is a I think it was more up towards it might have been more up towards the top of it where what are you looking for the integrate where it's talking
about the the CER's role in creating the ebulous okay um this one primary function of Eric appears to be identifying individuals who are potentially eligible yeah I think here okay according to publicly available reporting in 2020 Pennsylvania's 13 million dollar grant agreement from CEIR included the following terms grant agrees to cooperate with CEIR including providing data as CEIR reasonably requests the data requested included state motor vehicle data originally shared with Eric to be used by CEIR to create the ebulous for outlet for outreach Eric acknowledges that ebulous creation is used uh list is created using data that is protected by dppa so Eric and CEIR are working together right and they acknowledge
if it's not for research that it would be in violation of dppa and it's not for research they're creating the ebuse yes yes that's all we needed to read I'm good okay uh you you keep going because my like I said I'm gonna lose my voice here okay so you want to keep reading okay um oh well if you know if you're good like there's nothing else in there that I need to cover yeah I think we're good on the letter okay and the letter we talked about the letter a couple times in the brief in the past you know since friday so let's check it out okay so let's read this it's not very long but this is CEIR statement on the dhs letter to the doj regarding CEIR's work and they publish this uh I think on the fourth I believe uh in a september 2nd 2026 letter to the department of justice secretary uh oh secretary mark Wayne mullin sorry when you assume tonight lost my spot uh mark Wayne mullin alleged that the center for election innovation and research did you notice when that guy was at the podium that clip you just played he said reform yeah yeah I was like wait a second
that's not right uh CEIR improperly used motor vehicles agency data in violation of the driver protection privacy protection act the allegation relates back to research CEIR performed over five years ago to assess the effectiveness of voter registration outreach voluntarily conducted by the states CEIR is a nonpartisan um that's a code for unipartisan non-profit that works with the election officials from both parties at unipartisan to strengthen the election administration improve election security and promote public confidence in the electoral process well if one of their jobs is promoting electoral confidence in the uh electoral process they have failed CEIR takes seriously the concerns raised in secretary mullin's letter but firmly rejects any suggestion that it receives motor vehicle or motor voter data or voter data on an ongoing basis conditions grants on access to sensitive information or uses such information for partisan purposes in fact
CEIR recently prevailed in a citizen citizen civil suit brought by citizen AG making largely the same allegations the judge in that case found that the loss found the lawsuit frivolous and sanctioned the attorneys who made those claims was her name to wani there have been multiple public documents published as far back as early 2022 related to this research and dhs did not contact CEIR for any information or clarification prior to issuing this letter nevertheless CEIR welcomes any opportunity to further clarify the nature of the research it conducted in partisanship partnership with the states CEIR remains committed to protecting data privacy supporting secure interests for the elections and providing accurate information about its work through appropriate channels consistent with its legal and confidentiality obligations did do it did do it so this is the
report that they put out in February of 2022 from the research that they did when I say it's a joke that's an understatement yeah I'm gonna I'm gonna explain to you like funny haha or funny sad funny like both like ha ha also incredibly sad also I've got some legal questions about this some big time a legal question legal questions about this okay they they basically took the the the data that they formulated the eb use that they formulated from the Eric data CEIR took members that were not registered the eb use eligible but unregistered broke them into two groups the treatment group and the control group and the this the experiment that they ran let's send mailers to the treatment group and let's not send mailers to the control group and let's see how many more people in the
treatment group register compared to how many people in the control group would register without a mailer being sent to them are there charts there's not exactly charts but I did you know I'm I'm not going to read through I did read through the whole thing but I'm not going to go through and highlight the whole thing so I got the bullet points from chat GPT yeah the reason I'm asking if they're charts because I think on if there were charts on the list of what they're referring to those two groups as I would be interested in that like what are the what are the two data points that they're comparing and what is the stated problem statement and is it like value of postcards is this a like let's let's see if the if the postcard is a good voter registration intervention is that what this is let's see I don't know if they have a statement well look at the executive summary I should tell you with the central question that study was answering was not very long it's only like three paragraphs four paragraphs you'll read it registering to vote is one of the most critical components of
the US voting process serving as a prerequisite for casting a ballot in almost every state according accordingly reforms that aim to increase registration among citizens who are eligible while also decreasing barriers to registration play an important role in expanding voter access well you know what we need Brian is more voter access we need more parts of our system focused on access because that's the only thing that they're focused on right now towards this end states make use of various policies procedures and practices including online voter registration automatic voter registration and election day registration all of this bad online voter registration is probably okay as long as they have to submit proof of who they are like a vote you know an ID they were signing up for food stamps they'd have to submit a copy of their ID if they were doing it online right they'd have to ship it if they went in in person but you know our vote isn't that valuable I guess another such person you have to have it if you buy a gun you have to have a
ship to an FFL and then go in and personally verify your ID and background check and all that stuff that's actually an enumerated right in the constitution whereas voting is not yeah another such procedure available to members of the electronic registration information center Eric involves sending mailers to citizens who are likely eligible but I'm registered to vote known as ECB use Eric and likely eligible likely eligible but what they don't call them L libous they don't call them libous Brian because it's the term is eligible but unregistered and they are knowingly sending people that are in eligible L.B.s according to the contract L.B.s eligible likely eligible but likely Ebu likely eligible but unregistered yeah you're right libous you're right libous more fun to say L.B.u eligible likely but unregistered there's a common
L.B.u we have to you do a little pause in there um okay uh Eric Eric a non-profit organization working to improve US voter roll accuracy increase and increase access to voter registration for all eligible citizens identifies Ebu use through a process that involves matching voter registration roles with lists of driver's licenses state identification cards Eric then provides lists of Ebu use to its member states would contract Ebu use through mailers to educate them on how to register and encourage them to do so a recent study by researchers Christopher Mann and Lisa Bryant found that simple government outreach to Ebu use using such mailers increased voter registration rates in Delaware and Oregon what given these encouraging results CER decided to conduct a similar large scale field field experiments across multiple states during the fall of 2020 we worked with
election officials in eight states to examine the extent to which government outreach to Ebu use impacts registration rates official sent in mailers to Ebu use in at least two batches first to Ebu use randomly assigned to the treatment group and later to Ebu use randomly assigned to the control group the time between these mailings served as our study period during which we observed the difference in registration rates between the two groups we hypothesized that registration rates would be significantly higher among Ebu use in the treatment group than those in the control group using data collected from our eight partner states Ebu lists and if voter files we found statistically significant evidence in support of our hypothesis again what is the hypothesis that mailers are more likely to get people to register to vote yeah holy shit how much did the study cost no shit no
shit if you if you tell people about something they're more likely to do it let's do a study we're going to need 2.3 million we're going to need six months for the first batch six months for the second batch we're all going to take you know six-fit your salaries and postcards yeah but we all know the the reason for this experiment was not to actually get any sort of results from it it was to get access to the data there we had access to the data they run in the Ebu I argued not this is this is where they got access to it our findings carry strong practical implications for state election officials in advance the researcher and government do you think they created this in response to the allegations no this has been around was it was it it has oh oh like the experiments yeah that is a decent question that is an interesting thing mullen knows
okay we hypothesize high hypothesize that registration rates would be significantly higher among ebu's in the treatment group in those we sent registration postcards to then those in the control group that's the hypothesis that they were testing and that's what gave them access to all the eight states data is what Brian that's what you're saying right this was the reason because research this was the reason where the five swing states in the list um the list was uh let me see the list was uh well you looked that up how many Michigan Kentucky Nevada, Rhode Island, Florida, Georgia so Michigan and Georgia are in the swing state group yeah hold on the 2020 swing states this one I'm talking about keep going our findings carry strong practical implications for state election officials in advance the research and government outreach to ebu's election officials can significantly increase voter registration among ebu's by contacting them via simple
relatively inexpensive mailers this study bolsters previous findings with evidence from a wider selection of states adding to a growing literature on the benefits of Eric membership and the efficacy of government outreach in successful elections administration so um the states were Colorado, Florida, Georgia, Kentucky, Michigan, Nevada, Rhode Island and Utah okay so of the eight states two were in the five swings a group from 2020 but they also said it was building on other form prior studies so I wonder if in other prior studies they got access to other prior states information yeah I think so um but I'm really glad they conducted this study this is a close one to um the study they did here that was like $1.3 million I think where it was if we give homeless people money while they like it and that was the study that they did notably they had a bunch of people drop off
even when they were okay even you couldn't even pay those homeless people to hang out with those left us fam so to me when I was reading about this experiment the first time like what came to mind was like going to a fat kid and being like hey you really want to get cake you want to get access to cake I need you to make up some bullshit reason for you to get access to cake and the guys like well let me see am I going to gain weight if I eat a lot of this cake and let's have a control group that doesn't eat cake and let's see what group gains weight yeah that's that's what this reminds me like are we going to be able to inflate the voter rolls where did we send them to do we send them to to liberal leaning places do we send them to non a bipartisan you know places did we did we factor in Republican versus Democrat did we look at heat maps to determine we're sending this to a place that's predominantly Democrat and registering here's the crazy part so just real quick before we get into the statistics from the thing what you just mentioned February of 2022 is when they put
this report out my article on whoa what 2020 is when the 30,000 mailers happened yes and and so the 30,000 mailers and my article got published here and on gateway and gateway was in it was published in January but uncovered DC published it December 22nd 2021 so two months before February of 2022 gateway published it I believe January of 2022 now I've long like I didn't even know like I use Twitter back then I think I was on my way to getting banned back your blocked me on Twitter I've never interacted with him didn't even know he had a Twitter and I blocked but he blocked me on Twitter back and I knew this back in 2022 because when I was researching this article is when I found when like after I got done with it when gateway published it is when I found out that I was blocked by him so that's I mean that's a really good point as all of this was being uncovered you know about
how much money was being thrown into these stations is it cause and if because Colorado was in the study right yes yeah Colorado is in the study and then in the same year as this study they end up with a big ol whoopsy and invite 30,000 ineligible but labeled as eligible unregistered non-voters 29,997 so check this out I ran the study through chat GPT and said in this study what are the main differences between the treatment group and the control group and you can see I just uploaded it right here so there's no I didn't you know I just like set this up with any pre pre pre prompts or whatever the key thing about this study is that the treatment and control groups were not fundamentally different populations they were randomly selected from the same pool of people Eric identified as eligible but unregistered the primary experimental difference was when they received a voter registration
mailer so population the treatment group and the control group are the same E.B.U.'s the assignments are random for both receive the registration mailer yes first and then not during the study period for the control group what researchers measured whether they registered after receiving the mailer and in the control group whether they registered without yet receiving the mailer did they eventually receive the mailer yes yes after the study period for the control group so even though they didn't send it to them initially they still sent them the mailer like you know we proved that mailer's work so now we need to send mailers to everyone I have no problem with them sending mailers by the way as long as they're sending them to actually eligible voters but they don't need to send them through CEIR they can send them through the state right yeah that's the whole point that's the whole point the research we are CEIR for some reason needed access to that data don't you know and I don't
know if they did or not but they seemingly have a huge conflict there in running an experiment where the supplier of the data is an organization that's co-founded by the same guy that's the executive director director of the company the organization that's doing the the experiment so-called experiment I think you should play that video again the Georgia one the Georgia one Georgia it'll be you know it'll click more now very data I think we're looking at five or six times okay do you remember who those organizations are the most of them yes research triangle institute at a North Carolina a couple of professors at different universities on the east and west coast and then of course I think you know in 2020 the Center for Election Innovation and Reform partnered with some Eric states to evaluate the effectiveness of their eligible but unregistered mailing in 2020 okay there's there any affiliation with Eric or any of your partners with any of
those organizations no affiliation and just for the record to clarify here too so because thank you are aware the executive director of CEIR Center for Election Innovation Research was a non-voting board member on Eric until 2023 the board eliminated those positions in 2023 and he was not reappointed so yes there was an affiliation in 2020 at the time that the executive director of CEIR was on the board of Eric also the hypothesis of this in that paragraph the one of the last ones we just read on that statement or that on that report the the hypothesis was seeking to encourage Eric membership they said that specifically CEIR was engaging in a research project to encourage Eric membership don't tell me there's no fucking affiliation between two David Becker organizations
working on the same fucking project exactly exactly well I mean you know we we eliminated that position in 2023 so it's all good now but was he on the board in 2020 yes he was also you know it's really interesting Ash what how the president of Eric takes it upon himself to explain why CEIR needed needed that data I'd like explanations why the universities in the triangle in North Carolina needed that data I would love it is no dangerous for president Trump's administration to have who it who actually has federal authorities over data privacy and over social security data and all these things very dangerous for the states to comply with his orders but totally fine for the research triangle to have it right and let's remember I'm pretty sure I'm pretty sure that the North Carolina triangle is NC State UNC and Duke I think is the third one in the triangle of all like
so the triangle of Raleigh Durham and Charlotte there's three there's three there's three triangles there and it's it's I'm pretty sure it's NC State UNC Chapel Hill and and Duke and that's where barrack was at and not saying that it's related but look what came out of those institutions you know the things have come out of those institutions the the funding that we're finding out is coming from foreign entities into these institutions I I'm not comfortable with that like it's bad enough that you're given it to CEIR and that you feel like you need to explain that to the legislatures legislators there should have asked why were you giving it to anybody what research do they need that they have to get this information from you yeah I mean actually what the what the legislators should have asked is why do you exist other than creating plausible deniability for stolen elections yes so let's look at the experiment ash you would think in an
experiment where the control group is something as simple as not doing anything you would have some large numbers but CEIR needed access to 279,798 people for the treatment group in Michigan and only 5,000 and six in the control group in Kentucky 507,000 to 5,000 Nevada 87,600 to 4,600 Rhode Island 108,000 I didn't even know there were 108,000 people in Rhode Island Rhode Island 108,000 district no it's one district yeah it's one if two seats they've three seats they have three electoral votes one for each senator and one for one yeah like way I'm yeah yeah Rhode Island 108,000 versus 5,600 Florida 635,000 versus 4,900 these aren't controlled like super super balanced comparative you know you've got your treatment group in your control group and we're comparing them equally so that we can make statistical assertions on what the data
means right yeah look at that Georgia sample yeah 915,000 versus 48,209 yeah for Michigan out of the treatment subjects 19,264 registered versus 299 out of control for rate of 6,888 versus 5,9,7 I thought he said it was statistically significant is that statistically significant 0.91 percent I don't think that is point well less than one when do you recount an election half a percent yeah sometimes it depends on state law yeah so we're talking about point less than one percent why didn't they do equal groups that's what I'm wondering right if this was truly a research project a study to determine if there was going to be a statistically impactful versus a statistical impact on the whether or not
we got mailers this is the real this is the real project if you if you send people mailers are they more likely to register to vote well sure some of them are going to be more likely to register vote but if you did they give percentages of that bigger bucket the people that got the treatment group do we get percentages of the treatment group that voted the ratio they actually have it in the report itself let me zoom out here why not make them yeah real conservative nurses that's not a study that's a voter registration died drive 100 exactly exactly but they call it a research study because that allows them to get access to the data and not violate the DPA that's the key right there is that they needed they needed CEIR to get the access to the data yeah like it really wasn't that big of a deal like was was was was Michigan not going to send out mailers to any of the voters if if the experiment showed there's no difference yeah no they weren't they were still going
to send out mailers they're still going to send out mailers of course they were going to send out mailers because I mean mailers do make sense in terms of voter outreach and if that's a priority to and you want to make sure that that you know I think it's infantilizing your population a little bit when people are just too stupid to know that they're eligible to vote so we need to tell them and then we need to tell them again and then we need to accidentally send a whole bunch of people that aren't eligible postcards because if we miss one person who's eligible with our postcard then we've failed at our job this is real dumb and the fact that that this is a study that is a guide for a data grab by third party NGOs that I believe I I think that there you will never hear me go after election officials not ever because I don't blame election officials for the systemic election fraud because election officials are generally relying to pawn the experts they are relying on the David beckerds and the Matt cranes and the Ryan macea's and the Chris Krebs is to tell them
everything is fine and to tell them when to worry and when to not worry that's what that live stream was today when to worry and when not to worry right they are they elected officials and that and that's not their fault because the system is designed to be that way centralization creates complexity and complexity breeds and hides corruption and that complexity requires an expert class points of escalation for the elections officials because they aren't technologists and they don't have you know the the the the centralized control that these these guys have basically designed and are executing a nation with HR one right a nationwide federalization of elections but they're just not calling that and they're operating in the shadows through NGOs and professional associations in places like Eric and the E.I. Sack and Sissa as well and this expert class prevents elections officials from truly being from truly completing the job that at least the elected ones because you
know a lot some elections officials are elected and others are not but you have you you have plausible deniability plus um you know i'll just i'll just point this out as prior to the 2020 election would actually went down on November 3 2020 Michigan Nevada Florida and Georgia were all considered swing states Florida was supposed to be a swing state yeah well Florida was the reason for the water main break and the pausing of counting in five states at the same time on election night but that was a coincidence nobody gave that order it just happened that those five states gave multiple paths to be able to make up the deficit created by Florida going for Trump and so what did we see Florida was called because we're on to see that it's made that happened right Florida was called and then five states stopped counting unprecedented we're told it's just you know super normal
just how it had to be done is crazy because covid made all these mail-in ballots and oh my gosh we just need more time who gave the call who gave the call to the five states stop counting and execute the plan to pull the pallets out from under the tables and cover the windows and uh clear would all bog with her flair for the dramatic and a thumb drive in the middle of the night Florida was the reason that Arizona called their election so early Florida was Miami-Dade County did not go at all the way that they had planned for it to go and a lot of that was um you know the the influx of the the Hispanic population down there turning conservative they could not overcome you know the vote down in Miami-Dade and you know they all they almost lost Miami-Dade in 2022 to Santa's one Miami-Dade right they want to school they they turned the school board over Miami-Dade in a primary
they were hanging on by a thread counting Florida hoping that somehow Joe Biden or excuse me uh Hillary Clinton made up the dip not Hillary Clinton Joe Biden made up the difference in um in the panhandle yeah and the panhandles blood red in in Florida that's the only part of Florida that's blood red they called Arizona before they called Florida think about that there's like 90% of the vote in in Florida when they called Arizona at like I was short it was like like like 60% of the vote was in I thought it was less than that might have been less than that I think you're right um how many of the back of recording do you have how many minutes let let's put that off for next week when we can listen to the whole thing I want to listen to the whole thing I didn't when you said you didn't report I didn't really prepare for it so you don't have to prepare it's it's it's blatantly overtly retarded you will be able to handle this I promise you I think we did in its entirety well we don't have it in its entirety but we will aim to get it in its entirety
by next week we will for sure but just the last thing real quick for those that may not know this okay and this was one of the first articles this was the first article I ever wrote that was published uh and you know in a national outlet uh the voter rolls are the key and just to highlight this real quick CEIR was a recipient of 70 thousand 70 million dollars in Zuckerberg funds okay that's in the referral document yeah yeah 70 million dollars and this is how it was distributed let me open this up into a separate window here the top six states receiving funding was Pennsylvania Michigan New Jersey Georgia New York and Arizona four out of six of those are spring states Pennsylvania got 13.2 million Michigan got 11.9 million and I've talked about this before Michigan was the only state where the CEIR money went to a private NGO the Michigan
Center for Election Law and Administration it was a see it was an NGO that was founded by Secretary of State Jocelyn Benson before she was Secretary of State the president of the MCELA on radio admitted that they were using the grants the funding from the grant to put together a database where they could use the voter rolls to tell once you voted and take you off the text messaging list so you didn't get those annoying text messages anymore now what's the problem with that uh well if you have a database that is updating who's voted who sent in a mail-in ballot when and it's removing that from the database of people who have already voted come election night you have an entire list of people who did not vote yeah and so when you have those yes Maxervos there
when you have those two AM ballot dumps in the middle of the night 4 AM ballot dumps 64 boxes of ballots dropped off at the back door in the middle of the night with no accountability you now have a list of people that you can assign to those ballots if you needed to if you needed to yeah that's the that's the whole uh I mean there there's many different buckets of those right uh I think the list you're talking about on election night is pulling all of those buckets together dead people ineligible's that are on there people that just didn't vote um there's a bunch of different groups if you have a coordinated effort to bring those together into a specific list that you can access or action against you should be investigated yeah I think let me put this article in the chat here and I'll pin it up to the top if you guys want like a rundown like I
this is probably one of the most thoroughly documented and sourced um um pieces of information about how all of this went down the funding and everything excuse me uh if you guys want to check that out um I just pinned it up there and this is again I read it on my show on on on Saturday and everything and it still checks out to this day so um one with cats and through a rubble rant and it says enjoying the streams of consciousness have a drink on me after the show I think you need it bad mood hour is supposed to be on thursday and I wrote in the chat a sabbhun uh all shows are bad mood hour now let's uh yeah let's get into them um artsy jones says thank you for sticking to the election integrity issue it's everything if we don't have free and fair elections we are doomed keep up the great work and god bless and god bless the clements fam yeah thank you thank you uh Denise and I was so sick last week they ended up having
to go to the urgent care and guess what they asked for my photo ID those racist bastards gas poor and we hope you're feeling better yeah I was gonna say it we hope you're okay Lincoln Park press twenty dollars thank you thank you appreciate you snowcat operator gifted a sub which went to k rumble fantastic and then of course the one that one with cats just read or that you read from one with cats yeah enjoying the stream have a good drink on me we know a sabbhun uh I don't know if you thought um daily this morning but I was telling a story uh about yesterday when I was at my event and we were having lunch and I was there with my family and I had a one of my more liberal family members suffers from full blown trumped arrangement syndrome and my brother who's uh twenty I think he's twenty four five twenty five now totally based totally based but not like as educated as we are and I was walking him through like the federal reserve and the
lucetania and like the whole thing it started with Venezuela and trump's oil deal they signed over there and my my trumped arrangement syndrome family members like do you think it's fair that we just go in there and take all the oil I was like you know we're not just taking the oil right like we're they're being compensated for it they're getting two hundred and nine billion dollars for it you know the different jobs and all that kind of stuff right I was like I was like mark my words Venezuela is going to be a place we're going to vacation in five years in five years we'll be vacationing in Venezuela meanwhile you have conservatives talking about nationalizing oil companies because we have we have just entered the upside down here uh we're also have conservatives arguing for subsidies for stay-at-home parents and the most status thing I've ever heard is it doesn't work that way they can't just not spend the money yeah they can they just not pay right well yeah because they made a law that says they have to spend it if they allocate it yes why guys they're illegitimate
and so are their laws and yes they can just not spend it they can make decisions shipwreck put out a freaking fantastic video if they wanted to they could because when they want to do something remember COVID when they want to do something they absolutely can get it done we we'll talk about this more on daily tomorrow I'm sure yeah so tune in tomorrow badlands daily because I got blasted in my in my comments for my because I read the Tuesday comments because I want to make sure that everybody's okay with the solo show and I was getting pretty brown you know no first of all stop everybody loves the show if somebody doesn't love the solo show they can eat every last stick in the back hey hey the solo show the solo show is great you're doing a great job with it also it's moving to Mondays now yes it's gonna be great that's that's that makes a little bit more sense right like you bring us back from the weekend and then you have guests for the rest the weeks more of what balance linear kind of weak type of thing but you're doing a great job stop apologizing to
these people oh no no I'm not apologizing I'm defending myself I will defend myself I will yeah I don't apologize somebody's like can't kind of want to be right yes I stand by my convictions and when I'm always right they're talking about me and alpha's debate over violating the constitution they're like alpha for right alpha can't can never be wrong oh my gosh yeah that that whole that whole thing like we I was on a zack yesterday sitting in for you and we talked about alpha a little bit because it came up and everybody got all mad at us and then zack opened zack and john opened baseless conspiracies basically saying guys chill alpha is it going anywhere we love each other highly frictional yes me and alpha are very very close friends it's not gonna that's not gonna break you know break up the friendship relax also even though he's a big big holy cop yeah I was about to say if you if you're on alpha side in that debate right there jeez jeez give up a little bit of living take any violation of the constitution if it means we're
fighting tina what okay the same goes with the same people that are like give me liberty or give me death unless everything is always shine I know all you have to do is just count everything we want to do to you in some Chinese message when we need this to fight China and you will just willingly give away all of your rights well you guys can jump on and we will probably argue about this next next next week at guard oh I'm sure I'm fully looking forward to this ashing out at guard also you guys can jump over and get your micro dose on hope you are your mac micro dose your macro dose on hope you i'm in and uh defcon is gonna be starting up here after this show no it's not ready isn't it those are how we're break i think it's isn't at the 1030 show i don't think so uh for some reason i think somebody yelled at me last time hfp everyone 11 p.m 11 p.m that means hold for a process really they moved that i thought they were just moving that one show i didn't realize they moved the whole time no so we could go for like another 45 minutes if we want to
