According to Raghuram Rajan, the former governor of the Reserve Bank of India and the former Chief Economist at the International Monetary Fund, a large part of the blame for the pandemic rests with Narendra Modi; but the government’s poor performance also has its roots in a deeper failure of the country’s institutions.
