They formulate an idea, and they work together to go after that idea. Now, when you're dealing with open source software, there can be people from anywhere in the world that can contribute to that idea so one person could come up with the idea, and put it open source, and then thousands if not hundreds of thousands of people come in and contribute to that idea, and a cohesive effort to make it come true.
