乾隆年间，在镇江一带，时有风浪覆船，好端端的货物财物沉入江底。主人束手无策，于是出现了一群靠打捞货物为生的劳工，和失主商定价格，如果两厢情愿，他们就潜水打捞，这群人被称为水耗。
有个叫张文运的中年人，行舟路过镇江，要去某地就任邑令。风浪甚大，无法行船，就在岸边一处客栈住店，然而连着数日，风浪都没有减缓的迹象，他心急如焚，若是改为旱路，耽误了行程，定会受上司责罚。
又停两日，风浪停停起起，来时毫无征兆，去时也无踪影，张文运决定明日高价租船过江。
