A major snowstorm is bearing down on millions across the upper Midwest. Both Minneapolis and St. Paul have declared snow emergencies with the Twin Cities, expecting the heaviest snowfall of the season this weekend. Delta Airlines has issued a flight waiver for Minneapolis St. Paul International Airport, with anywhere from one to two feet of snow possible. Minnesota Governor Tim Walls has authorized the state's National Guard to help in emergency operations. Forecasters say blizzard conditions are likely across much of Minnesota and Wisconsin through Sunday. Police say a former worker at Memorial Sloan Kettering in Manhattan is in custody after dropping off a bag in the hospital lobby that he claimed was a bomb. Lisa Selvati reports. Cops say it happened around noon at the hospital on York Avenue. The New York Daily News reports there was a note attached to the bag that a bomb was inside.

In New York, on Lisa Selvati. The state department has cut the fee Americans pay to renounce their U.S. citizenship under a new rule that went into effect on Friday. The fee was lowered by nearly 80%, bringing the cost down from over $2,300 to $450. The department estimates nearly 5,000 people apply each year for the certificate to renounce their citizenship.
