Washington is pressing for stricter requirements on North American content in vehicles sold tariff free. While Mexico is seeking removal of section 232 tariffs on steel, aluminum and automobiles. Both sides are also considering mechanisms to block Chinese companies from routing goods through Mexico to access the US market. Mexico's economic stakes are high. The country posted a record $196.9 billion goods trade surplus with the US in 2025, with 2026 already on pace to surpass that. President Claudia Shinebaum's government is pursuing a cooperative strategy mindful of a weakening economy and declining credit ratings.

For Mexico, tariff relief could ease pressure on manufacturers and stabilize growth. For Washington, the negotiations carry political weight.
