A study was issued today by the Fiscal Alliance Foundation showing that food stamp enrollment is up over 40 percent and over one billion dollars in snap benefits. That's food stamps issued improperly in two years. A new study finds fraud risks, weak oversight and rapid expansion of Massachusetts welfare programs contributed to over one billion dollars in snap payment errors in just a two-year span and that Medicaid spending now accounts for one and out of every four tax dollars spent by Beacon Hill. Medicaid is basically welfare and it's for illegal aliens predominantly increasingly anyway.

25:53The study entitled the welfare state how Massachusetts welfare programs have grown out of control was released today by the Fiscal Alliance Foundation. It comes on the heels of tens of millions of dollars in public benefits fraud being uncovered by the U.S. Attorney's office and the state auditor's office, both of which are despised by the Healey administration. Between 2022 and 2024 alone the study found that Massachusetts spent over one billion dollars in snap payment areas, errors with the largest with the latest USDA data from FY 2024 showing a 14 percent payment error rate among the worst states in the country and more than double more than double the national average of 6 percent. Taxpayers are being asked to fund a system where fraud is ignored, safeguards are weakened and accountability is treated as optional,

26:56said the executive director of the Fiscal Alliance Foundation, Paul Crady, that is unacceptable. So Healey was asked about this by Tim Dodd and she's what you're just changed the subject totally, cut 28, cut 29. There's a report at least today that a study actually on a welfare fraud and payment error rates in Massachusetts and actually found that over the last two fiscal years Massachusetts had paid over a billion or wasted over a billion dollars in payment areas. How's the effort going to clean up that error rates at 14.1 percent in 2028? We're going to be estimated to owe like $400 billion in penalties of the federal government because we're way above what the national average is for payment error rates. What's going on to fix that? Well, I continue to be really aggressive when it comes to fraud. As you know, really aggressive and my prosecuted investigated fraud and my team does that day in and day out. We recently instituted something that I think will also be helpful, the chip card, the EBT cards and I think that's really important.

27:59A day late in a billion dollars short. I think we're leading on aggressive efforts to combat fraud because I want to make sure that every taxpayer dollar is spent well. So, you know, energy costs a lot of money. And I think all of us know that. And so, anyway, we can bring more especially when there's a lot of fraud going on. It's so important. And I know that with mass deals and doing that here and the turbines are falling into the cranberry bogs and into the ocean. I don't see those things as tied together at all. I do think that making sure that companies have access to energy here and access to energy here is really important. And that's one less expensive. We have the most expensive energy in the country. At least on the mainland. We have wind, offshore, powering, 400,000 homes and businesses as we

32:05speak. And my executive order on energy recently made clear. Like, work chasing all sorts of energy out there. Gas nuclear and then everything that I mentioned above. So, we need to do that. How about your cop stealing from mass deals this year? Excuse me, mass saves. Have you got the theft rate down from 40 million dollars? That was just the two brothers, the Ponzo brothers. How come you didn't notice that when you were attorney general? How come all your great district attorneys like Mary and Ryan and Michael Morrissey and Kevin Hayden didn't notice it?
