The Freedom Caucus member says that dating back to January when the group heldout over McCarthy’s speakership, the budget was a top demand and negotiated priority for the group. Norman says that what is happening currently is that McCarthy didn’t anticipate that the group would hold him accountable and stand ‘so firm’ on not just passing a budget through last minute.
