This 85-year-old started volunteering at a Wimbley Community Center's mental health drop-in, run by then-counselor, Kathleen Frazier. There, he sexually assaulted a vulnerable woman he met in 2022, landing him four more years in prison after his conviction. Frazier, who later became Brent's Labor Deputy Mayor, approved Evans' volunteer spot, without knowing his full criminal history, she claims. The victim says Frazier tried talking her out of going to police right after the attack, deleted group chat warnings about Evans and even banned her.
