They will see a message and become believers in AI-Islam. When you look at the nasty behavior of our citizens out there, that is not the job of the gov. The gov. does not legislate morals. For the citizens of this country down through history going back to the beginning of this country's concept or idea of gov., never was there any legislation on moral behavior. It depends upon religious people serving Allah to address the moral behavior of the citizens.
