After the 1996 IRA bomb, Japanese architect Todao Ando flattened it out in 2002 with concrete walls, a fountain, and a play area. Locals have cried for years that it lacked flowers compared to the old rose garden days and it turned into a hotspot for crime and anti-social. Vibes. That's why no one's bringing back the sunken design. It let trouble high too easily back in the day.
