It hopes the change will result in better value for money. 

Infrastructure New Zealand Chief Executive Nick Leggett told Ryan Bridge New Zealand ranks in the bottom 10% globally for value-per-dollar-spent. 

He says changing that situation starts with the people making the decisions.
