A federal judge and Oregon restricted federal officers from using tear gas and similar crowd control tools at protests outside the immigration and customs enforcement building in Portland. The ruling stems from a lawsuit by the ACLU of Oregon representing protesters and freelance journalists who claim these tactics violate first, a mimic rights. The lawsuit includes videos showing officers spraying pepper spray into faces of peaceful demonstrators and firing munitions into non-violent crowds, without warnings. The judge called this conduct chilling and objectively harmful. This preliminary injunction builds on an earlier temporary order from the same judge and marks the second such limit in days after another ruling for. Residents of a nearby housing complex, federal agencies maintain they use only necessary force per training. The order now bans chemical or projectile munitions unless someone poses an immediate physical threat. Officers cannot target heads, next or torsos, except when deadly force is justified, and pepper spray must focus on violent individuals, not groups, or bystanders.
