His decision came on Friday, the final day to file for the race in his redrawn district 48. The district shifted due to Proposition 50, a measure aimed at fixing gerrymandering issues. What was once a 12-point Republican edge turned into a four-point Democratic advantage based on voter data? Issa strongly opposed the change and even considered running in Texas instead.
