How Pathways' carbon capture ambitions have changed

Martha Hall Findlay, director of the University of Calgary's School of Public Policy and one of the original architects of the Pathways carbon capture proposal, explains why she believes the project should have been postponed despite the recent agreement between Ottawa, Alberta, and the five oilsands companies behind it. Yet if that compromise is the political price of securing a new West Coast pipeline, she argues it may ultimately be worth it. Hall Findlay also discusses the corporate incentives that may still be needed to spur new oilsands investment, the politics of so-called corporate welfare, potential opposition within the Liberal Party, and whether Canadians can be persuaded to support the “grand bargain.”
