Alright, time is 4pm. I'm the chair Allison Raeum and our meeting for the Commissioner's Disability is officially begun. Before we actually start with the agenda, our clerk is not able to be with us tonight, so are there any other members who would be willing to step up to do the dirty of duty of clerk, which is simply taking notes and then I can help you with translating that into minutes after the meeting? I can do it, but it would be great. It's up to you. It's just a matter of like taking notes on the things that are said and then we can work together after to turn it into minutes. I'm not writing that. Oh, yes. That's okay. If nobody's comfortable with it, I can take notes too. I just want to be able to do it.

You want to give it a shot? Yeah. Alright, just officially going to propose a motion that John step in the position of clerk for today's meeting. So make a motion for John the step in the center. All right. So, we'll get going on the agenda then. First on the agenda is announcements from the chair. The first, so 1a is any compliance updates. We have our list of things that are noted to be non-compliant in the town of Franklin. And there is nothing new. There are no new inquiries. And there are no... Nothing to announce for completed projects. DPW is updating a bunch of the sidewalks to be compliant, which is fantastic.

Like the curb cut part of the sidewalks, especially down near Fletcher field. But a few places around town. So, DPW is working on that. But otherwise, there's no other updates for compliance. Accessibility working group. Julie, do you want to give an update on that? Sure. The accessibility working group has paused for this summer. And we will be resuming in the near future. And this format will be slightly different where it will be staff. It will be town staff led. And we will be comprised of town staff members with all the relevant departments. And then we will have Ali come in as a consultant. We haven't quite figured out what the details of that will look like, but probably quarterly or something to that effect. And we can kind of liaison between the commission on disability, the working group, task staff. More details on the formal structure and topics to becoming a near future.

But that's the plan, generally. Thank you. Okay, so there's our accessibility working group update. Which is exciting. We're still in the works. No pun intended. But I have to say the town of Franklin, the municipal staff, everyone has been so phenomenal at working with us and being so open to hearing about accessibility and being willing to make some changes. And whether it's policy procedure, literal work to be done, it's fantastic. So it's a one step out of the time process. So I may add something that I've shared a mention. This, again, details are forthcoming. But what we have in mind is to work with Ali and the commission to kind of narrow our focus on what the primary topics would be. Whether it's digital, would be one sort of bucket.

Infrastructure would be one sort of bucket. A bent downtown would be one sort. So we'll have these primary categories and then plenty of projects to fall underneath all of them. And the idea is to come up with a 10-year plan to chip away at the various projects. That's broadly what we're thinking of details for the company. Perfect. Okay. Instead of better myself, thank you for making sure. That's right. I totally forgot about the 10-year plan. There we go. That's that. Randy J is with us now. Thank you. This is being recorded by Franklin TV. All right. And then the last from announcements from the chair. So one C is resident inquiries. This is just updating on any that have already come in. There is a spreadsheet in our Google drive that I've created because that way everybody can see it instead of me just trying to keep track of everything. So I've been needing to do that for a while. But this document now lives in there and it shows inquiries that have already been resolved.

And once they're still pending. So the two that are still pending currently are the assessment of the Milford Regional Lab entrance. That was discussed at one of our meetings and then another resident have reached out to request. If the housing authority on winter street would be willing to consider putting a curb cut. At one of the walkways because people very frequently get picked up by vehicles on the street there. And that would be really helpful as well as, uh, rarely because there's a slight. It's not a ramp, but there's a slight incline and decline there. So that has been sent over to the housing authority for consideration. They haven't replied. But those are the two that are still pending and they're being worked on. So just know that they are known and they are being worked on. Could you repeat the first one? I captured the second one. Yep. It's the Milford Regional at 1280. No, 1080. Right. The 1280 or 1080. 1280. 1280. This is wrong. 1280 was central.

There's a lack of a curb cut for where cars would drop people off at the lab entrance. There is a curb cut at the handicap parking spots, but not like in the drop off zone. And then I guess the, um, we also discussed that the box that they use for putting lab draws in there. So we have the viols to get picked up is in the way of the button too. So. Any questions on any of the those announcements before we move on? All right. We'll keep going then. Citizen comments. So, uh, our members of the commission are those of us here that introduce ourselves. And then citizens are considered everybody else who is joining us. You wonderful human beings. Citizens are welcome to express their views for up to three minutes on a matter that is not on the agenda. In compliance with jail. Of the meeting law. We cannot the commission cannot engage in dialogue or comment on the matter being raised.

But we hear you and we take note of it. So we can't discuss it, but we can, well, we can receive the information. Are there any citizens who would like to bring anything up? If so, please state your name and then you're, whatever you want to share. Mark. Mark have to see my choice on the preventable. Um, just hoping that the commission can take part of the October or around table commission. Right now we have seven commissions that are signed up in the, the process of hopefully making our commission started not reading. And which region, which down. That's very exciting. I get a few people. So they get a few more times. Can you remind us of the date of the round table? October 14, 30 to the point. 30. Okay. I'm going to take a quick pause because that is something that I know I can't make it,

but it would be awesome if any of our members could. So is there anyone who is virtual and it's around table with some other commissions? It's hybrid. You want to come in first and you can come in first. Oh, okay. You can say the unite. Why are you going to do with hybrid? And what exactly is it? We have a, our first montane look commission. The Christians came in and shared different things that do it. So if something can do it like, right, bringing in more, a manner of it's doing something, you don't have to recreate it. They can share it. So I'm trying to get that communication job between the commission. And then it was well accepted. And I believe mass access to the ability for the technical. And if it's filled for in person, is that not Metro west? Okay. Are there any commission members who are available October 14th from 3 to 4 30 PM? Who would be interested in attending as one of our commission members,

either in person or virtually to that round table? I'll do it on the show. You know, or virtually. Can you send me the link? Yeah, I can forward it. Yeah. What was the day to get the actual report? Is there anyone else interested? We can't have the whole commission because they can't look oran. But if anyone else wants to. We don't want to have the meeting while I have the commission. Right. The next item, agenda item three is member comments. So are there any members of the commission on disability who there's something that's not on the agenda today that you are hoping to bring up? Great. Sounds like our agenda is good today. All right. We'll keep going then.

Item four is approval of minutes from our August 6, 2026 meeting. I would propose a motion for us to approve the minutes of the August 6, 2026 meeting. Motion to approve. Second. Oh, Michael jumping in. Okay. So our minutes are approved. We'll make sure those get sent in. Thank you. Item number six is our event goals. I mean, item number five, excuse me. Our event goals. So, I put five, a up-covering opportunities for member attendance. That's when I was going to mention the round. I think we'll be the first. We've had to edit other things. We're the first. That's it. We look at us. Everyone's the first. We're the first. I'm not being the head.

You're the same. You seem like the headline. On the scene. Actually, it would make for a great article because then we can talk about the importance of making sure that every location has an accessible emergency exit. And even with event planning, there should always be an emergency for the island for people with disabilities. So, that is a great highlight opportunity. Right. Right. I know. I said that I was going to take a picture. All right. This moment right here will be the official resuming of our meeting. We were interrupted by a fire alarm. I don't know what time. At 4.00 a.m. it is a 20-minute delay. About a 20-minute thing? Yeah. All right. That's my baseball training time. Ah, there we go. Okay. So, we had about a 20-minute delay due to an unexpected fire alarm. The time is currently 4.37 p.m. and we are resuming our meeting of the commission on disability.

We are all going to take a deep breath. Because fire alarms can be very stimulating. So, if anybody needs to go take a separate break, please go for it to do that at any time. If this feels like too much for you, feel free to step out. Otherwise, everyone will be okay to resume. I would like to take one comment. Yes. Which is that your guest was almost exactly spot on. I called the senior center director at 4.18. It is right now 4.38. Wow. Nice job. Well done, Michael. I'm so offensive. I'm also my wife, guess I mean. So. Impressive skill. All right. Well then, if we return to the agenda, we'll prioritize. It's in order for priority anyway. So, we clearly aren't going to get to the whole agenda today. But the next thing on our list was to talk about the harvest fest because that's coming up. So, the harvest fest is September 26. It is from 12 to 5 p.m.

With setup being an hour before that. That's on Saturday. Yes. Saturday September 26. We do have a table reserved for us and ask that it would be in the same spot as last time. So, everyone can expect that it's the same spot, which would be at the corner of main street and emin street. We'll have our tent. We'll basically just copy and paste from the strawberry stroll. Everything we did. Julie, the tent and the bin are in storage. So, is that something I know you signed up for setup? Are you comfortable with? The only thing is there's a couple items that might need to be charged. Oh, what are those? There's an AAC device and a voice amplifier. If you prefer to have me do that, feel free to drop the bin.

Is there anything to know about it other than standard just a custom you've charged? Yes, it might not even need to be charged because if we have an use since then, but it may have just naturally died. I'll do it. Okay. What's that for? The harvest fest is at main street. It shuts down main street and we're going to have a booth there. I did pull up what everyone signed up for volunteering just to go over that again really quick. So, myself first setup from 11 to 12 and then 12 to 1 and potentially return later if I have energy to Lauren signed up technically from like 1 to 5 but asterix were like depending on energy. Are you feeling or when we go over that? Randy signed up from 12 to 2. Cheryl signed up from 1 to 2. Julie signed up for setup and breakdown.

And we'll be at the harvest fest if we need anything in the interim. I'm sorry, I'm sorry, man. It's one to what? The festival is 12 to 6. Set up, start at 11. John signed up for the whole thing and Steve signed up from 2 to 4. So, from anyone that I already said, is there any adjustments that you feel like you need to make since the last time? And then, oh yeah, no Steve is this Steve. Michael, are you available to join us that day? We don't know yet. Gacha and Saturday, I don't know yet. But when will... Set everything up? Set up will be at 11. So, I don't want to put you down for the question mark. 11 to 12. Question mark?

Okay. That sounds good. We just need to make sure we never have more than four commissioned members at the table at a time because then we would have a forum. So... The whole forum just schedule a meeting for that time. That's all right. I think that is what it's going to be a problem. The only time we do have four people signed up anyway is from 3 to 4. So, we'll just have to be aware. Like, if... Actually, no one's really overlapping either. Like, if somebody else shows up during that time and... I don't know, give or take, right? Just be aware we shouldn't have more than four commissioned members gathering at a time. It doesn't look like an issue right now. The core police come. I don't know, we're out of public events, though. Anyway. All it takes is one moment.

And then Brittany also offered as a citizen to join us in volunteer from 4 to 5. So, thank you for Brittany. Anything else in terms of... Times of volunteering. Trying to see if we need gaps. Really? Okay. Does anybody have any other questions for about harvest fest or things you wanted to bring up? Again, copy and paste from strawberry stroll. So, our table, the same items as last time, the same flyer, there's everything. Who are you going to have the lollipops? I'll bring the lollipops. I'm happy to bring the lollipops. Okay. It's a holy pot that you must touch again. Should you just do one at a time before I go to work? I was just saying that people like that it was that healthy option. Yeah. Yeah, allergy friendly. And then John? Kind of like the last time I'm going to meet you the whole time. So, if anything comes up on any kind, just anybody let me know.

I can give everybody my number one. Okay. I can give anybody else any health parking or getting there or getting back. Perfect. I like to be bored, I wonder. So, John said that anyone can call him if you need help if you're arriving or like I don't know where to park. I'm hoping we have our extra parking spots again. If they change the location of that, I'll set that an email and let all of you know because they may be changing the layout anyway for accessibility so they can take the tables off of the sidewalks because that's not accessible and they really shouldn't be doing that. So, they may end up having only a single side of tables on Main Street and then adding some tables on M-In Street on the Dean's side. So, we'll see. Oh, the only other thing I was going to bring up was last time we had that notebook in case anyone brought up any non-compliance issues and they had any concerns that they wanted to bring to us.

So, we will have that notebook again. Last time nobody wrote in it but then our meeting people brought stuff up. I think it would be helpful if you could write in the notebook to help because then it was kind of like, oh, shoot, what did that person say? It would help to keep track. And then I also... Oh, my course is going to learn. This was at the table last time too but there's non-compliance forms that can help guide you in conversation with people or you can even just give one to someone and say, if you want to take this home and fill it out, you can email it to us. They can drop it off at the town hall, to our mailbox, they can call us. But the non-compliance forms will be in the bin too and we're not just going to hand those out like candy because we're not going to be like, here, everybody complain about everything. But if somebody does bring an issue, those forms are available, you can write on them directly on the form and save it for our next meeting, whatever works for you,

but just know that those forms are available to help guide the conversation too if you want. So, other thoughts about harvest vest? Are there good... If we have chairs for us to sit down if we need to? Yeah, Steve, any updates on that? A table and chairs from Franklin TV? Yeah, a table and four chairs were requested. That should be available at the TV booth. Okay. And hopefully once we know what your number is versus theirs, we'll just make sure to have that drop it. Thank you for your... Thank you. Next item on the agenda then is the Senior Center Expo, which is October 2nd. That was creepy. Sure. Adorah does call us in. October 2nd from 10 a.m. to 1 p.m. I don't have any other information yet like where our table is going to be here at the Senior Center. I don't know where our table will be or anything. Also, they haven't said like what time they prefer for us to setup, but I always just count on an hour before hand setting up. Always rather have extra time, daily dying, then be rushed to setup. So I made a chart because last meet everyone was like, yeah, welcome. Which is great.

But I made a chart in case anyone's like, oh, I can only be there this specific time or I can't be there. So we'll come to this in a second. But what I want to say here is if we, okay, there's also an issue because of the Senior Expo, we would not be able to meet here on our October meeting because they need to be setting up for everything. So we have an option to move our October meeting like to the week after if we want or we could say we can just cancel our October meeting and technically put out quote and agenda for October that our meeting is we're going to be at the Senior Center. Then we don't have to worry about having a core about our table either. So before we do any signups for the Senior Expo, does anyone have any thoughts on meeting our meeting in October? Maybe go up to the Senior Center before we're going to the Center for our terrorists to the big world of their recreation.

We've done that before, but it's not accessible for everyone. So that's why we switched over to the Senior Center. So we want to keep that in mind. But I appreciate that. So you have to ask us to skip it. Either just skip it or we can move it to maybe the Thursday after which I think is what the 13th. Anybody have the date? I can't pull it up on my computer because it's nice. Oh, the log-in room or anything? Yeah, the eighth. Our cover was the Thursday. I covered Tuesday Friday. So the next Thursday. October 8th. So the options are moving our meeting to October 8th at the Senior Center or skip it. Or I mean we could try to find another accessible location, but. The training room at the municipal building that could be an option if it's stable.

In the elevator. What is that? Maybe the eighth would be good because at that point we will have gone through two events that we can discuss. What is the name of the relish? Let's check if we do. Well, I mean, the other special we have to talk about, but not the Senior Expo. There's only one name before it. So that's the only thing I'm thinking of is we can have a recap or both. Or, I don't know. I mean, the Senior Expo is not a lot of recapping to do. So it's system thought. Yeah, so I guess, so you're right. Our options are keep our meeting, our regular date, which is what October 1st we said. And meet somewhere else like maybe the municipal building if it's available.

We could meet the week after instead, same time, same place, but October 8th if people are available. Or we can cancel for October and resume regular meetings in November. And just consider the Senior Expo as our quote, meaning even though it's not like a conversation. So they don't have any other thoughts on that. I would think that the Senior Expo would be our October meeting. It's not like getting me here is not simple. It's not your right. It's not very simple. I would think that that would be an idea. It is an idea. It's on the table. Anyone else have thoughts? Other members thoughts on your preference? Is that because then we might have enough people for a quorum hanging around. Oh, for the Senior Expo? At the Senior Expo. If we have more than four members at the Senior Expo, then we just put out,

and we put in a agenda item that says we're on the Senior Expo. It's not a big deal. So we wouldn't actually be meeting. I wouldn't expect everyone to come at the same time and be there and act literally have a meeting because our focus is on the Expo. But we would put out an agenda so that we don't have an issue with a quorum. Yeah, we have an agenda. Why could we have an agenda on the first? Because they're setting up in here. Well, we could, but we would just switch the location to the municipal office or something. Okay. It sounds like actually, like, it's not, I don't know, like we're kind of more between keeping on our same day and going to the municipal office if possible or meet the week after. I'm just wondering, like, does everyone have the capacity to do things today, sort of, around the meeting and then the Expo?

Do you? Is everyone free on the? You're not. I agree. Do you mean Ryan? Yeah, I'm sure it's outside of the ocean. Did he Michael too then? I think the eyes are different eyes than the eyes. Oh, interesting. I don't know why they said everything else. Okay. Okay. Ryan is so good to see you. What is, oh, that was a guy. Got you. Ryan's got your right this year, but not yours yet. That's interesting. I love this. I'm from the NBA. Well, they're just the two of us. If we did the eighth, is there any other, any other commission members that would not be available? I think I should double-jive my own calendar. I totally forgot.

I know originally I was available when she, I, like, Jill mentioned it and I checked. I would raise the question, is there anything of urgency or importance that we would need to have the October meeting? Because if there isn't, I would personally be okay with just having the X-POP be our meeting. Yeah, I agree. Why don't we do that? Why don't we take a break and have some fun at the X-POP together and re-compaint on everything, business, and over. I'd be right in the middle of a class, but we'll have been together on the 26th. We'll just bring a sick of each other. I think I would go for that. Do you want to make a motion? I want to make a motion to be canceled the October first meeting and then down. And just go straight to the middle of a second. All right, we'll do that then.

That was, that worked. I could tell us you just really said that. Everybody like perked up. So that was perfect. That's why I love, I'm a verbal processor too. So I love like, you know, sometimes you get that a humble. Like, wait a minute, that feels the best. Something you for that. Yeah. Just actually one last thing with Harvest Test. I realize we, I don't think we technically officially voted on using our budget money to pay for an interpreter for the Harvest Test. So we have one ready to go, but I don't think we were technically voted on it. So I propose a motion to use our budget money for an ASL interpreter at the Harvest Test, which will probably be around like $500 or so. I make a motion to have an ASL interpreter at the Harvest Test. Okay. Second. Okay, perfect. All right. And Julie, am I, well actually, yeah, I've probably got CCU on this is maybe using our handicap parking funds to do that versus our municipal budget, but we'll figure that out.

So I don't function for more than like a maximum of two hours at a time. The rest of you are welcome to be there for the entire thing or pick a time slot for yourself. So why don't we just go around and quick and let me know your preference on that then. We'll start with Cheryl. Let me just review again. Setup is at nine. Yeah. The event itself is 10 to one and then cleanup. So you can be like a whole time or you can pick a section.
