Containment and drainage systems help control the movement of hazardous liquids. Behind these physical systems are layers of monitoring, alarms, operating procedures, inspections, maintenance, training, and emergency planning. The goal is not to assume that nothing will ever go wrong. The goal is to anticipate what could go wrong and build enough independent safeguards that one failure doesn't automatically become a catastrophe.
