Earlier this week, reports surface that investigators in Bay County, Florida, got a tip from Arkansas police back in March about past sexual abuse. The victim, now 14, described events from that beach trip in Panama City Beach. Dugger is waiting for extradition from Arkansas to face the charges. Florida treats these crimes as life felonies when the victim is under 12 and the offender is 18 or older.
