Tensions bowled over after years of complaints about leaking pipes, breeding mosquitoes and overgrown plants and baiting the house. 46 locals signed a petition pushing Kensington and Chelsea council to step in, overriding staff advice that saw no major harm to the area. Residents air their frustrations at a planning meeting, calling for direct action since thoughts with the owner fell flat. Even counselors agree common sense demanded intervention for the long-suffering block, where prime properties sit stalled. Halbruder, a former conservative counselor on that very committee, had a prior notice back in 2016 from a nearby burrow. He cleared the garden by late 2017, closing that case, but issues resurfaced.
