He's widely seen as the person most responsible for turning the franchise around and shaping it into what it is today. Harlan stepped in to lead the team back in 1989, pulling them out of more than two decades of tough times. Just eight years later, the Packers were Super Bowl champions, thanks to smart moves that built a winning foundation. One of his biggest calls was bringing in Ron Wolf as general manager and giving him full control over football operations, cutting out the boards, involvement.
