Alabama Expands Public Service Commission, Freezes Rates

Alabama State Senators gave unanimous approval this week to a bill expanding the public service commission from three members to seven. Under the plan, all seats would be filled by voters in congressional districts, aiming to give people more say in utility oversight. To set up staggered terms, the governor would appoint four commissioners in July 2026, two of those would serve two years, and two would serve four years. Commissions would start in November 2028, with winners getting six year terms. The legislation blocks any rate increases for three years, until a majority of the board is elected. Rate cuts could still happen anytime. This bill's on a two year rate freeze for Alabama power, that the commission already approved last December. Lawmakers highlighted frustration over power bills rising faster here than in nearby states. The bill also creates a new cabinet level energy secretary to manage the commission's day-to-day operations.
