0:00Bye from New City 8 7 in Houston. I'm ad Herob the White House has approved a federal disaster declaration for 19 Texas counties following storms and flooding in July. New City 8 are Brian Kirkpatrick reports. The counties covered by the declaration are located West Northwest in south of San Antonio and stretched to the border with Mexico. Some of the larger cities covered include Bernie Del Rio, Fredrick's Mergen Curvelle. There were three deaths, the Guadalupe, Noises and Frio Rivers all reached one stage. Some areas like the two of were left sitting in water for days. The declaration allows FEMA to step into begin assistance with public recovery efforts. Texas Governor Greg Abbott says the state will also deliver every available resource to communities in need. I'm Brian Kirkpatrick in San Antonio. Victor Hugo Salgado Arrajo, the brother of Lorenzo Salgado Arrajo, an undocumented immigrant shot and killed by federal agents was released from ice detention on Sunday. Victor was with Lorenzo at the time of the shooting in early July.

1:01In an interview on Hello Houston yesterday, two of Lorenzo's son spoke with Ernie Manus and shared how Victor is now processing his brother's death after 54 days in ice detention. It really is like first day one for him. You know, for him, it was July 7th and then a blur of being in detention. And then it's the next day is like Sunday, the day he got out. Does that in some way restart the grieving process for all of you? Does it put you back in the moment? Absolutely. Yeah, it was hard. Our uncle saw the worst of the worst. He saw his own brother killed right in front of him. The most I'll say is that he, my uncle remembers even the expression of the ice agent that shot my dad, just the expression on the guy's face. And for my uncle to continuously have that in his mind is I can't imagine just the absolute man. I really can't imagine what he would what he saw what he heard, but he remembers everything.
