3:01To want to be an American idiot. It's not for service 700 daily, although we're getting newsy and important stuff out of the way first and we begin with a police chief. A small little village outside of Dayton rolls into Cincinnati public schools unannounced at three schools and says I work for ice. I need I'm checking on the welfare of some students. The CPS goes, okay, got a warrant or what CPS shuts them down and now the controversy ensues. And so the school board member who called this police chief a puppet is Eve Bolton and she's ready to drive up with a two by four and wear some people out up there and grab us all how Eve little feisty on this Friday, little salty, I love it. I'm telling you it's everything that I was able to do even yesterday to just stay in my own driveway and let the superintendent take care of things as well as she did. But you know, my folks are on my mom's side are really from Preble County. And I'm just shocked that anybody up there would have the time or the interest of coming

4:06down here and treading on our jurisdiction. All right. You're not going to go up there and start taking on the, you know, you don't want to go to gratis because you, bad things, I advise you not to as much as I'd love to hear that Eve Bolton run up and beat somebody up. That'd be fantastic. Because school board member, it's the crap out of people, but we'll just sleep in dogs, right? That's exactly right. I made it through the first 24 hours, I'm probably going to be okay now. Why did you take this so personally? Why are we so angry? Well, first of all, our number one obligation is to protect our kids, our children, our teenagers. I believe in the sanctity of a school building. It's not an id-covered wall or anything like the colleges pretend to be. But you know, when this kids walk through our doors, their parents are counting on us to protect them. And I don't care what language you speak, they're our kids. And this was offensive. This woman and this other guy came in full uniform with in a police car and pretended

5:11to be somebody that they weren't because now we've even been told by at least an ice statement that they were not the sanction to do this. So this is a very offensive thing and it's another kind of undercover way to get around rules and regulations. I understand the crux of the law and that is the wellness check on unaccompanied minor. So this is a Biden era policy that basically said, look, if we got a company unaccompanied children with sponsors in the United States, we need to go check up on them and under the agreement's local law enforcement confirm addresses and school enrollment and they pass it on to our land security and, you know, officers are given a list of cases. I guess they came up with some names of potential targets or at least they want to make sure the kids are okay because we've had legitimate stories of kids being abused, sex traffic and things like that. And so we started the program to make sure that these unaccompanied minors are safe. Where did we go off the rails with us though? Well, because this person was not sanctioned by ice to do it, first of all, she did not

6:14have the legal documents that the law requires. She had no jurisdiction outside of her town to come into our town claiming this and very frankly, it's all very suspect when indeed somebody is, how shall I say it, overstepping their bounds? And apparently she was even for ice. Okay. So ice is now telling you that this person doesn't work for us or they weren't authorized to go out of their jurisdiction. She is a partner at Gratis, it's one of the law enforcement groups that's a partner with ice. But on this particular issue, the last thing we've gotten from ice is that this was not sanctioned, they do not target schools. And this was done without their knowledge. And ice confirmed the visit and it's part of something called a 287G partnership and basically they pay the officer's benefits and quarterly performance bonuses. But it's pretty explicit that it limits them to their own jurisdiction and Gratis is

7:14like 50 miles away. It's up in Pearl Counties, you said. Here's the other part about this is, as I know for a fact that CPD from Chief Hanyon down, not happy about this because one of the items, an unwritten rule. But if you're a law enforcement and you go into someone else's town, if you go to a different jurisdiction, you give them notice and say, hey, we're coming in because you think about all the time, federal agencies and other agencies are involved in raids and things like serving warrants and things like that. And like, hey, let's so you guys know we're going to be here today. Okay, great. Awesome. And there's a number of reasons why one is it's a professional courtesy. Number two is a fact. Well, something goes south. You need to know that what's happening at a house where agents outside of jurisdiction are something happens, shots fired, for example, like that. You need to know what's going on in your own neighborhood. They didn't do any of that stuff. And even since a police department are washing their hands with this thing, I think that speaks volumes. I'm so thrilled because the police department, the mayor, the county sheriff, all of those

8:16folks stood with us with our protection of our kids. And you're right. It's a jurisdictional issue. This woman obviously has some issues because I know she had previously worked with Dayton and what have you, she's a police chief in Grattis and to kind of transcend any number of jurisdictional boundaries on her way to Cincinnati, let alone come into the school district. Well, let's more than overstepping. I think Cecil Thomas is even called for an investigation at the state. Is there an indication that this was actually a welfare check, not an enforcement action? No, not to my knowledge, and I understand not necessarily to the superintendent's knowledge yet. Has it? And you're right about wellness checks. Wellness checks are very serious business, and that's kind of a way to get into a school. But again, even with that, you must have a proper court documentation, and she did not

9:19have that. She had a list of names, unfortunately, our front line of protection, and like any school be, it's a urban, rural or urban, that's that front line secretary and that front line of security officer and all of our folks perform very well because the safety of our children, regardless of what language they speak, that's our number one job. When they came in the school, you mentioned a secretary receptionist, and it's interesting that they would know the rules to that detail, what you can do, what you need to bring in. It sounds like that they've been maybe trained or coached up somebody on that role. Very much so we've had especially dealing with the ICE and especially dealing it, you know, recently with the federal government. The board has been very strong, and more importantly, the superintendent has been extremely strong about making sure that this strong policy is maintained, our general counsel has recently redone training, as a matter of fact, just a couple of weeks ago, I know it was re-interrated,

10:20I'm not sure why, but I think that was great. But yes, those folks at the building, they called general counsel, they called the district office, and they made sure that those folks didn't get inside to visit with our children. Was the school resource officer involved in that would be a Cincinnati police officer, were they involved in the interaction? And at least one of the schools, I think both two of the three for sure, almost immediately. And in speaking to them, the chief and the officer from Gratis ever offered an explanation as to why and what the reasons were, was it just a welfare check, and where did they come up with these list of names, and why did they drive all the way down from Gratis when there's, you know, I know Sheriff Richard Jones works with ICE, it'd be a lot easier for Butler County Sheriff's to come in to do something, right? Sure. No, they did not explain, they just, they said they were working on behalf of ICE, and it was a well-matched check, which is perfectly okay if you have jurisdiction, but these

11:22people did not have jurisdiction, and they did not explain themselves. And you know, we took video, as I understand it, a couple of the schools just verify that these people were doing that. Yeah, yeah. And Butler County, but they would, you know, they could come in, but they would let Hamilton, let Sheriff McGuffey know who also was blindsided by this, and chief Haney, interim chief Haney, and blindsided by this whole thing. And I guess the thing, you know, I kind of think the tipping point is this, because you know, we want to make sure that the kids who are there who are undocumented are safe, and a wellness check is a good thing. I think the problem is when you show up as an armed, uniformed law enforcement agent, an officer in this case, and a chief, that is the, that's a distinction. I mean, why not send someone in plain clothes or a social worker, somebody who is in the social welfare business to check these things out? I guess it would be my question. Why send a uniformed cop? Well, I think it's to intimidate, I really do. I mean, there's the police cars there, there's two officers, one claims to be, and there's

12:27the chief, I just think it's a way of bullying one, a way into, especially if you don't have the proper legal documentation, which apparently she did not. Yeah, it is about the documentation you have to have, you know, or warrant or something. They're by the law. There's parts of this law that would necessitate what we need to do regarding our kids, not only protecting them, but also, you know, living by the law, but this was outside the reign of the law because she didn't have the documentation, and she didn't have jurisdiction. And that would be the question is, what the hell were you thinking? But I mean, I get the crux, I'll push back a little bit of that, you've not with this particular case, but, you know, the argument from DHS is, you know, again, this is a binary, a policies like, look, we've got, I think they said last year, they've, maybe wasn't last year, but something like 6,000 on company immigrant children, they've got to check on their welfare to make sure they're with, you know, the guardian is doing what they say because we've had stories of abuse and rape in the case of a minor sexual abuse,

13:29human trafficking, attempted murder, things like that. And I want to make sure the kids are safe and in good hands. And part of that is, and I guess maybe this is why a uniform officer would show up because if it's ice, and you send a social worker, you know, generally, maybe someone may not want to open the door for someone if they don't know who they are, and maybe it makes it easier in this regard. I don't know. I'm kind of spitballing here, but in the context of this, it's, you know, you've got to show the receipts if you're going to do something like this, especially walking into a school. And you know, I think you did the right thing by going, look, you know, come back when you've got the right paperwork and when you have jurisdiction because you don't have that here. And why she chose Cincinnati, I guess these are all the questions that the police chief needs to answer from Gratis, as opposed to us. Yeah, and I think she's going to be forced to answer a lot of questions. And I think that would be beneficial for everybody. And you know, we've helped people on wellness check. We care deeply about that. We may even be people that report some of those issues to the folks that might be like

14:31the social workers or what have you. So that's part of it. But this is an obvious, how shall I say it, an obvious way to get in Trump and yet not have the right documentation. How many students run that list, you know? I believe that there were perhaps as many as 30. We have no idea how they and other than the fact that this was a DHS list and why and how she got the list, I guess would be the question of ICE is saying, hey, listen, we have no idea. We didn't authorize this and she shouldn't be doing this. The question be how she got a list of these names, he bolted. Right. She obviously is a partner with ICE has some kind of access to something in order to get paid by ICE and to get the benefits of being a partner with ICE. And perhaps in tribal county, they don't have any reasons to do certain things. And so they leave the jurisdiction in order to prove that they're doing something to

15:33earn those, because they get paid extra money, they get some sort of benefits for being a part of this. So I don't know, they need to stay and grant us and stay in tribal county. Yeah. E. Bolton school board member with this ICE controversy and you had a police chief from a little village outside a date and called gratis and a PO show up to Cincinnati public tools. Three of them as a matter of fact, Western Hills University Academy, Price Academy and Roberts Academy to do, quote, unquote, wellness checks on students on behalf of ICE. But no warrants, no paperwork, no specific students. The officers of other jurisdiction, they didn't let Cincinnati or Hamlin County sheriffs know that they were there and that defend that that's pretty offensive. If you're in law enforcement, not to let someone know that you're in their jurisdiction. And so they were turned away and rightly so by a school resource officer, another uniform police officer and staff at those three particular CPS schools. I guess the other question here, Eve is, are other schools, is there something to caution on your nervous that they're going to show up and maybe go to other schools at this point?

16:33No, I'm not nervous if we can keep this as we, as you all have been able to cover it as seeing an outrage. I know, too, that we have heightened efforts, as always. And this will attract more attention and keep everybody much more vigilant. So I'm less worried right now than we were a couple of weeks ago when people were doing some retraining and what have you, which served everyone very well. And I think the district administration did well to do that retraining and re-asserting of that policy and the procedures. I do worry that our families will feel threatened. And then when they feel threatened, then they might not send their children to school. And that's the real damage here is the family's worrying about coming to school, but your child will be safe at school. Well, you know, again, this is a welfare check to make sure that the kids were okay and

17:33fine and not being abused at traffic and that's paramount. And you, it's school would see that firsthand and generally you guys have a duty of course to report that. If you saw something, I don't have a problem with ice going in and checking. It's the nature in which this whole thing happened because it violated a whole bunch of rules and protocols and you can't have that. And it's also, it's just not a good look for anyone here. What, what happens in the next board meeting relative to this? I'm sure seven elected officials, all each of us have something to say about this. And I would imagine for the most part, the board will applaud the superintendent general council staff and thank the city and the county for standing with our kids. Um, Eve Bolton will find out and I know you guys are going to press for more answers here. I certainly would like to hear it. I'm sure people let's go. Why are we doing this? And how did this go down? And what was that you think? The only thing I can think of, and this is me hypothesizing here, is it, you know, you mentioned that they get quarterly bonuses and they're paid by ice for a successful immigrant location.

18:34And so, um, maybe, you know, there's not enough bodies and gratis and then treble county and you go, hey, we're, we're all the quote unquote, illegals. Let's go to Cincinnati and get paid. So if it's, there's a financial incentive here, it certainly looks that way until proven otherwise. I'm going with that theory. How about you? Bingo. Bingo. Bingo. You got it. And that's why that I think it's very appropriate that there be a state investigation of this effort by this woman and her fellow officer from gratis. Yeah. And I would imagine this will not be the last we hear about this. Yeah. Yeah. Well, that's the same thing with like civil asset forfeiture. You know, when they go, hey, we're going to see like what they're doing Louisville with street racers and people who are doing street takeovers and you certainly don't want that because it's unsafe and there should be, but, you know, when you have incentive now to take someone's vehicle and crush it much like this, like, okay, now let's all right. Let's, well, maybe we'll seize the property and sell it and auction it off. Now we incentive to take your stuff. It's, it's cut from the same cloth here. There's incentive to maybe push the boundary somewhat if you need the money.
