Last week, President Biden announced the nomination of Willie Phillips to the vacant seat at the Federal Energy Regulatory Commission. If confirmed, Phillips’ vote could finally tip the scales at the commission in favor of the Democrats, and potentially help enact the president’s ambitious green agenda.
