But they had to wrap it up due to gaps in current laws that just don't cover this kind of filming. City center counselor Pat Carning calls it a modern phenomenon. The legislation hasn't caught up to yet. He says the real fix is cutting off the cash flow, pushing YouTube to demonetize these creators and shut down the incentive.
