2023年9月1日，外部审计机构在对伯明翰市政府20年 - 22年账目时提出了质疑，认为它资金预留不足，根本无法保证政府有效持续运行。
仅仅四天后，9月5号，伯明翰政府发布了第114号通知，相当于正式宣布自己破产。
用伯明翰市政厅负责人的话说，我们正在经历一个"完美风暴" , 我们面临的是一个前所未有的金融挑战。
