1960年代末期，美國為了想瞭解中共原子彈的威力及使用的是哪一種原料，商請中華民國空軍的黑蝙蝠中隊，借出一組人馬，來執行這個我方定名為「奇龍計畫」的任務。任務內容是由美方提供C-130E運輸機一架，由我方人員駕駛，將「地震探測儀」及「空氣分子分析儀」各一組投擲到中共的原子彈試爆場。
