Yeah, I used them to like function, but after last meeting, so I'll prepare. Um, yeah, I didn't think, I didn't see anything that needed to be changed at all. I'm going to get your compost collection of commercial compost.
2:07I just wanted to comment on the added proposal. Part of this is number D. So if 1320, 45D, it says restaurants, food trucks, grocery stores, and other food vendors are encouraged to utilize stamp compostable to go packaging. Compostable packaging may be disposed of with commercial compost. And I thought I would just point out that if they're encouraged to, they're not required to, which makes it difficult to scrape a plate that has the wrong kind of napkin. And if the restaurant is required to compost then they're
3:08putting potentially non-compostable in the compostable. And if they weren't required to, it sort of defeats the purpose. So consider not encouraging and actually making restaurants at least use napkins that are compostable. And if they're not, if it's not compostable, generally, it's going to come out the other end of the compost equipment. Or it's going to gum it up. So, but if they're composting, then make them compost. Otherwise, it's sort of halfway. Okay, thank you, Stephen. I appreciate that suggestion. And yeah, I'm open to hearing any discussion on that.
4:16I mean, that makes sense, but I just wonder how much more expensive it is to force the food vendors to purchase all compostable stuff. I know that's the idea and that's what we want them to do, but it might be able to talk to this. I have real world, like, actively. Yeah, currently. And how much more of your visit to buy? You are looking at, in some cases, it's a double in cost. So in some cases, it's only a few pennies. Stuff started on a so expensive up here around the business. I don't want to bore berries from thing to thing on how much that cost. Well, it will, it will be forced. We're forcing businesses to increase their costs. Considerably, which will then be passed directly to consumers in most cases, which we should, if they can stay in business.
5:18Correct. Correct. That would be enough to really keep in mind that anything that we force is a direct concern. I know that anything that I get from certain restaurants all has a to go be attached to it. Whereas my business is not. But you might, if we force your business in a bi-composable stuff, then we're almost forcing your business to add that fee and you're already trying to keep. I understand. Correct. Just knowing that, again, I'm actively sourcing all of these things for my business. And I appreciate that. So being here to explain. And to go to Mr. Burnham's comment about napkins, I have not seen anything as far as like paper-compostable napkins as for it. But I also haven't actively sourced those. So I'm not sure how of really ready available they are to get and or what the composition difference is for them to
6:29become compostable, biodegradable. There's a lot of terms that are used within the purchasing piece that I have had to like. Yeah, biodegradable is not possible. And correct. Also, also what it seems like to me is the majority of the compost that we're getting from the restaurants in food service places isn't, isn't leftovers that are getting scraped off a plate as much as it's a kitchen prep prep and stuff that's coming out of the kitchen. That's the majority of what we're getting from the restaurants in the food service places. Yeah, I just personally sourced compostable stuff for the race. So, for whatever reason. How much more was that comparatively? It was definitely more expensive, but for the most part there was a couple reasonable options in every kind of class that I was through paper, napkins plates, cups for the racers to have
7:33their greater aid shots or whatever. And you got low composable cups. Yeah, cool. Yeah, just like the Bruko of the PLA ones, like they're I was pleasantly surprised. I didn't do a ton of threat comparison between non and composable. Definitely cost a little bit more, but as an organization, we are out in the woods. You know, we're trying to make it a better place. So, yeah, it falls in line with our thing and we just make it work. Yeah, your value system for being out in the woods is different. Yeah. And just, you know, in general, it's kind of the way the planet is going. So, and for the napkins, I have not ever seen non-composable napkins. St. napkins are composable, but the table towels have micro plastics and like plastic elements, thermal, what it's called. So, like tea bags, what most tea bags are composable. Yeah, they have this plastic in it as well. So, that's one thing we could definitely clarify. Because, I mean, most napkins are napkins and fine. You know, granted, you know, having something
8:34that's not chlorine bleached is probably better than just the regular, cheap napkins that you can buy off your supplier. But I think overall, napkins are okay. They do make a composable towel. I have found, I have sourced. It is just, just, just, just, just cloths or bamboo or something. I don't know exactly what the makeup of it is, but it is labeled as composable. Oh, wow. And I haven't, and also I haven't seen any napkins or towels come out of the back end of the composter. Everything that's gone in there has come out as compost. I have one paper towels will degrade into my home. Yeah, micro plastics. So, there's that too. Yeah, absolutely. Even if you don't see it in a child. Yeah. That's their cert by, like, most of all. So, we're saying it whatever on the bag, but what if maybe you weren't that I would be happy to take this on to, like, type up a thing to give to restaurants that says, like, what you are looking for in terms of
9:34what our compost you can compost. And then to remind them that composting is free and say, like, how much, like, 20 pounds of garbage is for them. Yeah, not just, not just free, but, you know, they don't pay for it. It would take the price off of their garbage. And also for restaurants, we pick it up so they don't even have to, we provide them with the can. We pick it up. If they make more than their can, we give them another can. Like, we're basically making it as free and easy, but to give them the comparison with how much they would be paying in garbage or a can for a compost that is happening free, I think might be, might encourage the ones that aren't composting already. Yeah. To maybe compost because it'll save money. Yeah, it'd be a good incentive. Like, would you rather spend money buying compostable things or would you rather spend money throwing things away? Well, and I did that same cost comparison for my business. And I was at max of
10:35three dumpsters a week. Like, I probably going to this compostable model, I probably can drop at least one, if not more, depending what do you think a week for? I don't think I mean, sure. I mean, it's a pickup is, but not like a weekly. Yeah, I would have to go back and like, look at that, but it's yeah, I think it's for each dumpster pickup, you know, plus rent in the dumpster, buying the dumpster. Correct. So, I mean, either because the city is covering this huge expense for owners, I mean, we did a study a long time ago where 33% of the waste is compostable waste. And that's what got compost or started, you know, all this stuff. In the city is paying, you know, quite a bit to make to do their compost. Yeah. Yeah. You guys around. Yeah, hourly, hourly, not just the man hours for that, but running the composter, keeping it up and going.
11:41So, I'm not as hesitant to, to say it's mandatory to get like most of the little stuff, just for that fact, a little like where it's kind of like a give and take, you know, we are providing the service that a freak for these businesses. It makes me worried. There's saving money on top of that on the garbage. It makes me worried about like if somebody wanted to start like a small business. And it could be the difference. It could be the difference between them like making. I do most of the products almost all of my good things. I do up things as they cost, you know, I have a cost formula and I also keep it in check because I want to support locally. And I suppose if they know going into it, then they can put that into their price point. Yep. Or raise their price point if they have to. And like for me, then I think it's I have like old compostable stuff that like maybe has gone back just because my poor storage or had it too long because it does
12:42do great over time. But at least you're still not paying it throughout the way. Yeah. I love that. I can save all my scraps from every compostable plastic bag that I use and to give it away. You know what I mean the compost for you. Yeah. So especially because there's so few businesses like how many businesses aren't actually using combustible to go. I don't think it's necessarily the the fact that businesses aren't is that there might be the one or two different products that are hard to separate. And that's one of the things that I'm trying to find for like specifically my burrito wraps. It's not compostable because I have foilets too. But you need to know how do I get my customers to figure out the difference between the two. Yeah. Because I don't because in my business model, I don't have somebody manning a trash can to be able to understand where where the
13:43where the line is. It's and getting people to read or I don't know. It is 100% not like not in there. Yeah. It's not. People are on vacation. They're not paying attention. And does they see enough signs every day? You know. So I that that has been my trouble. This is I've got to find very very specific products that may or may not be easily easy to source. I know specifically my burrito wrap is a problem. Yeah. And one of what other options are there for that. Right. Right. And right now I need it to be like that. I need it to be readily available. And you know, do I have a two-month lead time? I mean, that's what my purveyors telling me right now is that I've got six weeks from the time I order it to the time I receive it. And I've got to order enough yeah before the next time I so like it's it's a yeah. Roll dice in some cases. So it's just one of
14:44the things that I'm not opposed to it. I obviously I'm actively I'm actively trying. But it's it's it's a it's a very it could be that just one or two products. It's either hard to source or it doesn't make sense. It doesn't make sense. It's very hard to separate like those are the things that I worry about. If we if we mandate to say like every restaurant has to do this. What about it does does it? Yeah. What are the consequences? Someone doesn't A or if it's something specific like something to wrap a burrito where there's not a composable option that makes sense for it. Right. Right. And how do you separate it out and how do you figure out that whole process? Yeah. Oh, it's just the challenges that I'm going through. Yeah, and you're a little different too because people are walking away with their stuff and then they do
15:45as they will. Whereas through co let's say you're you're the person being like oh yeah I'm not going to put that fork in the compost. Could anyone go shut that window please? I'm just slow. I can't get away from it. That's my like cataract eye too. Let's get this crazy glare. I'm not again. I'm not opposed to what we're discussing. Yep. No, that's why we're about to. That's why we pray. That's why we need to discuss it though. We're going to mandate it. We need to understand all the. Oh, thank you so much. That's the wine. That's awesome. That's funny. Thank you, Nicole. Um, you know, maybe we do something like an exception, you know, or like give one avenue of out for those things that are specific things that it's. Prohibitive. Yeah. And then if someone does call you out on that item, you just have the ability to be like yeah, no, there's no other option for my burrito wrapper that's composed of all that will actually let me walk them away unless you want plastic like clamshells. Then you know, like. Yep. So maybe
16:50that is somehow we can kind of work that in. We can find places to have exceptions. Yeah, you know, like your paper to go boxes are probably getting close and priced to your styrofoam to go boxes at this day and age. You know, we're like, we've been talking about it for years. Not technology has just expanded. Oh, yeah. They can't. It's not comfortable to go things are way better than they used to. Yeah. Yeah. Yeah. So, you know, I do agree with Steve for sure, but I also hear that, you know, it's hard to make these programs work. You know, that's why we haven't had a plastic bag ban ever dialed in yet, because we've been talking about it for 10 years, but we just can't figure out how it's going to work. You know, I mean, thankfully, now other towns are doing it, so you always get that good kind of advice. Looking at other how other people do it, but, you know, we're also scared away and weird. Oh, yeah. And for a letter, we kind of did that last year. It's not quite as specific as you're talking about, though, but that was just kind of like the wildlife awareness
17:53messaging. We were really pushing last year. So doing something like that's totally doable. Emily's never not supported outreach. So, yeah. I mean, if we, do you guys are okay with that, I'd be happy to write that up. Okay. And just to really reiterate, like, compost is free. This video, come pick it up for free. Spend your money on composable things. Yeah. Yeah. Having a link just have like, yeah, he's savory. It's like, here's a bad soul info. Yep. I'm all about that. Yeah. If you're able to eliminate one dumpster and all per week, this is your potential savings. Yeah. I think that that's if from from a business owner standpoint, that's what's going to tip the son of Edel in in favor in saying like, okay, it's it saves you $300 per dump. Well, I think I think the perruco's saving two dumpsters per week.
18:56And they've really leaned into the composting program. And I would imagine it's saving them thousands of dollars. And you personally, I can, I can tell you a lot of that. That it probably will save me thousands of dollars over the course. Good. But it's, it's a matter of you've got to be 100% dedicated to it. And yeah, you got to make the transition. And I think I'm just grateful for brooco because they have such a great example. You know, like, they have signs in their bathroom garbage is about compost and trash. And it has worked out for them. People are getting it. But they, the signs are also right there. You know, like, they have definitely like strategic placement of that stuff. I mean, I have, I have a hard time people separating glass and cans. Yeah. And which is right. Everybody's going to me. Exactly. They have a hard time doing it when she, when they make the trip out to the composer to recycle on purpose. Sometimes people still have a hard time with that. So, yeah, it is. That's been ongoing the entire life of that recycling trailer. Just people in the wrong
20:00shit in there, you know. Okay. And also the, I think we're not going to know if this is approved yet. It's already been to a different committee. Emily talked about it in her memo. Public works committee. They reviewed this draft ordinance. And they did not forward a recommendation. So we should address these questions on the front of her memo. The one through five, one through six. And we did 15, 24 hours. Where is just the 26 XX the commercial collection of compost. And then she did a draft updated from 2019. That was our old like outline and then a memo from February 6th regarding the draft restaurant compost ordinance.
21:15So, yeah, number one shall begin. That's what we're we're doing here is making it mandatory and you know, even with the to go box thing, we're not necessarily making it mandatory for like Jonathan to make all his people compost. You know, it's more of the kids. Yeah, the kids. Yeah. But also keeping plastics out of the way stream by taking advantage of our composting program. Your garbage gets cheaper. We don't have a shit ton of plastic floating around everywhere now because they are like paper things usually. So yeah, anyway, I guess this is kind of going on attention there. Just thinking about the shall thing that yes, and we're trying to get them to make commercial composting a requirement. Yeah, not necessarily across the board for composting things, but just doing it for at least your prep kitchen and stuff like that. Yeah, I mean, this specifically says compost food waste. So I think that can easily be a
22:18shell. Yeah, I think that definitely. I don't know how you would enforce it though. I mean, with many things in our code, like we barely get animal violations, you know, like bears get in the wildlife, you know, violations are barely just finally got addressed after years of shooting bears, you know, like just takes time and people like us still push it forth, you know, it doesn't get forgotten. So, okay, it sounds like everyone they all think shell is fine. It means it's required. Enforcement unresolved. You have probably to be enforced, not have an answer. You know, my only thing I wrote down is public works employees reporting violations, but not enforcing, enforce with permitting official or public works director, which, you know, he doesn't need more work, but no one. I think we work with the permitting official. We work with
23:21with the police like. Yeah, right. I mean, it's kind of getting enforced a little bit. Yeah. I mean, because you know when bears are getting into people's garbage cans and bears are birds. I mean, when people don't have their trash the right way, then we take picture of it and we send it to the chief of police and then he sends a guy out to talk to them. They can just kind of do the same thing with composting. Yeah. I mean, if somebody's putting trash in their compost, I will talk to them first. Yeah. And if that doesn't work, then I can take pictures of it for proof and then to the chief and the chief can discuss things with them. And then there can be fines after warnings, but I think an open, open communication with the customers that are composting, I think, is the key thing. Yeah. Just to be like, hey, this can't go in here anymore. Talk to your employees. And we've had that happen before with places and they get cleaned up. It just opens, yeah, open communication. Yep. 100%. Now, like forcing them to compost, I think the
24:24only thing is is like if their compost bin is empty every week, then you'd have to have a discussion there and how much they're composting because we're not going to like go through their trash and look for compostable items when we dump their dumpster. But that'll be kind of a gray area. Yeah, definitely. Yeah. Yeah, it's definitely a gray area, but you know, our whole system is based on complaints. We have a complaint based system. You're kind of fine doing whatever you want. It's also a complaint. Yeah. And that's how we kind of address things. Yep. I think the one concern about enforcement is not put it on to you guys. Yeah. The city employees, you know, like there's that fine line about like we think you have to police people when that's not. No, we can we can observe and then and then send it 10
25:29for us. I think that I know what I mean. Valid and let's you know your job and it's waste handling and making sure it's all done in a way that aligns with city code. So yeah. I mean, if that ever became a problem, then I think maybe we'd have to address that then. But who else is going to know? You're the only one that's ever going to know. Yeah. You know, otherwise I have to go complain about a restaurant and like sneak in there and look in their garbage cans and if you don't know, that's no. I think it'll just be an observation thing by public works employees and then the enforcement will come from. Like how you save things and such. A car not paired properly for getting into the junkyard. You know, like you guys work with people doing that. You explain them how things work. And so I think that's a valid and they'll be a learning curve with with this. So, you know, there can be multiple warnings before the enforcement is actually needed. I have
26:30more or less multiple communications than warnings because sometimes people just don't know. Yep. 100%. And you know, we have had really good results. You know, it's already happened. I'm pretty smooth list smoothly. You know, it's working pretty good out there. Yeah. I think we're doing a good job and the people that are in the restaurants that are composting are we're getting a lot of compost out of the trash stream and it's all pretty clean. Yeah, it's a win win. Yeah, it's been working. So I think we just kind of they just we just need something codified properly in the extent that we want it codified. Anyone else have any ideas on enforcement or any thoughts about that? I think that exactly what we're saying is just right. Absolutely. It isn't the only thing. You know, other than self enforcement of yourself, you know, has been some summer. Yep. Okay, so I guess I will just reach out to Emily and you can always do
27:36that too. Nail, if you just want to reach out to Emily instead of the cops, if you don't want to be like the person reporting them to the cops, you can just report it to Emily too and she can deal with it. It's easy enough for me to just text JJ. I've got and then he talks to his guys. That's what we do when people have like if people's overfill their trash. The majority of those communications are when somebody overfills their trash can to where the lid can't shut down and then the crow's and ravens get to it before we get to it and then there's trash blown all over the alley or all over the street. Yeah. Then I take a picture of it and send it to JJ and then he goes and either he goes or he sends one of his guys and they have a conversation with them and I think they get warning first. Yeah. But just to let people know like your trash needs to be up to code. Otherwise, there's problems. Okay. And whatever that system's kind of established. So I feel like and we can and then and then we can just, you know, kind of push that same system through to composting once it's mandatory. Yeah. Yeah. Yeah. You're already doing that. So
28:39okay. So yeah. I guess keep that in your brain if anyone has any other ideas. Self-composting ambiguity identified. Members, your answer. Oh, because so this is for like if someone wants to compost their own stuff. Yeah. The restaurants are already doing their own composting. Are there any? I mean outside of like some garden stuff about the scale going in. No. Don't think so. But in here. Yeah. There's a thing on self-composting. So yeah. Yeah. Yeah. We're talking about. We run rent. Uh, where's the sub a 13 2045 A1. A1? Oh, self-composting. Yeah. Yeah. Businesses may compost
29:41their own organic material. Businesses choosing to self-compost are not required to use the municipal composting service. However, compostable materials shall not be disposed of with regular solid waste. Okay. So these the black ones, the old ones are new, you know, added on. So I think Emily usually like takes this stuff, converts it into code speak. And so that's what we've been trying to review. So why is it ambiguous? This is just a language. I think it's because she wants us to read over what she proposed as in a proven. Yep. I just am I am I understand that. I guess I'm I can't remember if this was in the year with the first iteration of this draft or not. So she definitely could have added it after she got a feedback from public works. So that's why I'm guessing it just got added in after the public works meeting. Not after
30:45when we sent it to public or to back to the because we approved it first, then it went to planning public works. And now we're getting it back from public works with their suggestions in it as well. So I think that's just addressing that a one. So I it sounded gonna make compost on the ground to your own chainsle cows. Yeah. Use a municipal composting. I mean that sounds pretty clear. Yep. Like don't doorway your compost in the regular garbage. And have any for self self composting. Okay. And then amendment adopted at the committee level to clarify container requirements that food waste must be opposed to dispose of for composting and municipality approved bear resistant can. This we didn't send through, but after when I was typing up after
31:45we approved the first version, I was like, Oh, we should have made it mandatory. So I just texted her and you apparently got that in photo public works and they were on board. So that is now in their 045 a. Yeah, municipality approved bear was in Canford collection separate from containers you'd lost for other solid waste. The city supply those your two businesses. The city supplies them. Yeah, the city. Yeah, the city owns the cans, but they supply them for composting. So the whole composting program is free. That's freaking amazing. Like wow. Okay, so then that should be an issue for people. Okay, additional policy is encourage
32:45compostable to go packaging and service wear. So I guess that's kind of the last thing or second to last thing around here. So so that's yeah, that's D045 D restaurants, food trucks, grocery stores, and other food vendors are encouraged to utilize stamped compostable to go packaging, compostable packaging, maybe disposed of with commercial compost. So it says may it doesn't say must. So that's I think something to keep the may in there because then we're not like forcing that that end that's a little less controllable. So then it would we want to have like D number one like some sort of an exception for a reason when it's okay not to have compostable packaging. Oh yeah, I'm sorry, I guess we should change our
33:50encouraged our required to our required instead of our recurred encouraged required if that's the tack we're going on here. I really I don't know if you can require like I know like we've had issues that been answered before where like we had compostable bags they were to ripping. So like when we were waiting for better ones to come in we were using our plastic ones that are not compostable. And I think it is kind of trial and error. I don't know and again it's the cost thing. Yeah, yeah, I mean they're already making money off of the city doing this composting program. So the least so I think it's fair for us to have some sort of requirements with a good exception rule for those situations for things you cannot source compostable yet. I think I think that that that's where we
34:53make on like a one a D one. Yeah, a D one. And maybe it has to be submitted with approved of for approved exception. I would be more okay with that in saying and if it ever came up or if you know someone was saying oh well somebody's not doing it then you at least have something to kind of fall back on and go okay hey this is what we have have please use a if for any any materials that would be leaving you property because again it's a matter of whether it's leaving your property and not going to the good poster or if it's if it's on your property that's going to get it that is a very muddled piece because we're talking specifically about
35:59restaurants providing it to the customer whereas and and trying to get it into the the composting system right like so that's I think that's just the furniture needs to reflect. Yeah, yeah and that's kind of I like the compostable packaging may be disposed of with commercial compost because that I think it kind of addresses that situation where it's not now it's not required. It's it may I like the may in that and then saying you know maybe for the first sentence we change encourage to other food vendors like shall utilize stamped compostable to go packaging when possible. Yeah, I think that when possible should be a separate a line item okay just to under this base but I do I think shall is the right word shall instead of aren't that or we
37:03said I've already quite so shall change it to shall shall shall is and then that the one would be when possible exceptions will be made yeah exceptions describe some kind of like how how they apply for exception. Yep, on like a case-to-case basis. Yeah, it opened it. Yeah, I like a case-to-case basis. Yeah, let's not put ourselves in a corner of no because I don't think I personally don't think we're going to see a lot of those exceptions. But if somebody needs one they should be able to kill. Yeah, yeah and you know there's always every time we do code in seven really hesitant about making any more work for anyone else. So including business owners don't really want you to have to be like these are my non-compostable things is that okay you know to Emily or whoever is busy you know like who's going to police that and you know so I don't know that's kind of my brain too but you know
38:10did we just stick with the complaint-based system and this kind of self-monitoring that you guys are just doing kind of naturally because you're in there and you see it all and no one else can do that and that it falls on to the responsibility of the business owner to make sure you know they're following all city-state federal regulations. Yeah, I mean honestly that's the responsibility of every business owner. Yeah, 100%. Yeah, when I talk about the thing to hand out to restaurants I can put that line of code in there. Yep, it's saying like it's we aren't asking you this is like a you have to be confident. Here's a change in our in our policy that's bringing to your attention. Yeah, yeah, I like that and you know do we we can include a grace period like you know a year to figure it out. Yeah, it'll be mandatory by next summer not this summer.
39:12Yeah, that feels so reasonable. At least then you can test stuff this summer to you know start working that out but I don't know when this is actually it passed overall so that also might it might just keep going for a while and then all of a sudden a year is like three soon you know in 23.
