The GENIUS Act, requiring stablecoins to be backed by U.S. Treasuries, follows the same funding model as the National Bank Acts; however, it has serious limitations. Stablecoins can bolster the market for U.S. debt, but they won’t tame the voracious interest monster that is consuming the federal budget.
