Many of people will know this as Likelihood over severity and that’s fine too.  I have found it really comes down to the different industry you’re working in.

Now to understand Probability over Consequence you also have to understand what Risk Tolerance is and the difference between Risk/Hazard is.

No matter what you do, no matter who you are.  You are contently playing a game of Probability over Consequence.
