Thanks to the clerk's office for all eight pages of that. I forgot about some of the things that were on there. So this was covering a replacement of a routine wall easement and a reindeer for public viewing in town. So it was a pretty long meeting there, but it looked good to me. Anything else? Okay. So at this time, we will open public carrying and invite the applicant first just to come up and introduce their application and state their name at the mic or on the phone. Okay, with that side, actually at this time too, I'll just read about you up as a property owner. This just gives us an opportunity to ask questions

I move, we approve the preliminary prep for application number 2026-006, finding that the application complies with the requirements of SMC title 20. Okay, second. replat of, replat application number 2026-006, lot 17, track C, discussion. Okay, let me pull my application here. I wanted to note that this is in the residential conservation zone. And my review of it, it looked like the minimum lot size requirement would be maintained of 6,000 square feet looking at the copies there. And one second here, while I navigate to opening up my computer.
Chen. I was trying to verify the access to both properties. Let me look at that again. Okay. Um. I'll just point a clarification. Can I ask the property owner to come up and answer questions? You're going to the public hearings close. Can you come up to the mic just so I can ask a few questions? Yep. Thanks. Okay. Yeah. No, it's just a just to go on the record here. So we'll look you at it and looking at this division. I see that they're well to size. So they will both be maintained more than 6,000 square feet for the lots total space.
I'm having a difficult time understanding what you're saying. When you when you replat this into two lots, they will maintain their size of 6,000 square feet a piece. Oh, yes. Yeah, but beyond that. Okay. It should still be really close to all probably acre and a half on one and just under two on the other. Yep. Okay. That's what I was seeing there. And I can see the one existing structure, but it doesn't look like that would affect anything with setbacks or easements needed. How is the water and sewer for the existing property? Or where for the lot before it's divided? Okay. The north half that Jay will be getting has a well. 225 feet deep. And the septic system was engineered by Gary Hayden. I believe is his name from June.
Okay. So. It was all put into his specification. Okay. And then could you just describe how the access will be to. How it is for the existing, but then when it is divided, how the access to like the will have. It's access to the street and right away. Access off the day road is the driveway that will mostly be on my portion of property. But he and I have no problem with that. And it will divide at the line. The new property line. And that driveway has been since 2001, I believe. And I had a permit from the state of Alaska to.

Conditional use permit application number 2026, 011. Fairway rentals. Box 78. Lot. For a. In the residential general zone request to construct an accessory housing structure. At this time, I will now open up the public hearing and like to invite the applicant. To present their application.
Hi, everyone. State Fairbanks. Member of fairway rental cell. We own the property for a lot for a. It's on the last street. It's 7,500 square feet. We are proposing to build a small accessory housing structure for 180 square feet. Just want to make a few clarifications here. In my plot plan drawing the site plan. Just clarify that the deck of the new accessory housing structure will be on the inside of the property. So it's not going to be in the setbacks. And then another clarification. One of the pictures show that it's going to have like a small loft with a ship ladder. But no, we're going to the idea is to have a. Engineer.
Roof. So the ceiling will be flat and they won't be a ship ladder inside the dwelling and they won't be this little loft. That you can see one of the pictures. And yeah, if you have any questions, please let me know. Thank you. And it's normally for the applicant. Do I reinvite them up for questions and continue with public hearing or is it matter the order of operations there? Okay, that's just the way it was written out. So I wasn't sure. Okay. Yeah, let me look at the drawings here a little bit more. Thanks for your patience. We'll just keep you up there instead of pulling it back and forth. Okay.
I guess and for the same purpose as to go on the record there to you. Can you just describe the utility connections for this area? This is what the house for utilities water and sewer to be connected to the existing house with a proof permit for access to the housing structure on the same lot. So the idea is to connect the water and sewer line to the existing house. But we don't know for sure like water will be easy to connect. We don't know for sure if the sewer line will be able to. Which work under the existing home we're just not going to do it or other pay the city to just connected to the alley then pay a contractor to dig in the house. So water line will be easy sewer line might not be as easy to connect to the existing home. So if that's the case, we'll just connect to have a new apply for a new connection to the alley.
And then can you describe to you what the parking is for the property as it exists now? Yeah. So I have like on the set plan, I have put the parking just because the property allow for it. But honestly, I have it on the north west corner, but it's 750 square feet. The parking can be on the southwest corner. There's two parking spots that I have this need in my site plan because there's two dwelling units. Sorry, I want to hear it too. And just to kind of look at this to you, it's not for short term rentals. It's more very ongoing. So as far as that goes to develop housing.
Yeah, we have we own another property here in town and with two apartments above commercial space and we have listed around the tenants who lived in the modular home on this property area around residents. So yeah, our goal is to provide the around housing, not short term rentals. And when I say, I don't have the time to be cleaning every day. Okay. Through the commission. Is there any more questions to the applicant? How much space is in between the existing home and the new ADU? I believe it's more than 10 feet. I did not really measure it exactly, but even if it's less, we can do the building called allow for like a dry similar to dry wall material for fire protection. Okay, but I do believe there's 10 feet or more.

So thank you and we're still under public hearing here too. So we do have one. Meeting members signed up. And Wendy Anderson. Hi, yeah, Wendy Anderson's gagway resident. So on the same block as the proposed new place for the ferry rentals. First of all, I want to say I have great respect for the fair banks as landlords and I do hope that you approve this. I hope they have done a really wonderful job of maintaining and improving the properties that they have and they're the kind of landlords that we need in our community. I'm glad you kept her up here because she answered some of the questions I had.
My biggest concern was parking. There was another property that applied to become a triplex in my community and I didn't come to the meeting thinking that parking would be addressed. I don't know if it's a triplex in my community with no off street parking and all those cars are in the street. So I appreciated that they put the parking spots on their plan and that they would be willing to possibly move those to the south side because the reality of having the parking spot on that north side means that it won't get used. People are going to park where it's convenient. So it's either going to be on the street or they'll be in the alley blocking what is already a narrowed alley. So that is something that I would like to see happen. And I do realize that, you know, that does meet code, but sometimes I think it's important to think of what is the spirit of the code rather than just the letter of the law. What problems are we trying to solve? And that off street parking is a pretty important one, especially considering that states or that mean street is now going to only have one sidewalk when we repay it.
Having clear, better parking spaces is going to really make a difference. So thank you. Thank you. Is there anything from the permitting official? No comment here. I don't know if you can require where on the property. So it's because it wouldn't be a requirement or a condition. It would just be a suggestion, which doesn't need to go into this. Right. I just want to make sure there wasn't something that stopped it from happening. And if that's what they decide to do. Okay. Um. Yeah, utilities already exist. It's not commercial activity. Yes. Five yeses motion passes. Thank you. And then moving on to item ten discussion items. I just wanted to follow up with the commission that I from our work session on the twenty fifth.
And so I just wanted to follow up with the commission that I sent follow up questions on the fourth. To the clear sauce office and then they let me know that on the six that those were forwarded to the city manager, I haven't had a response yet. Did want to state that the questions and make sure I got everything through with that. The commission was asking for clarification whether doctane IBC section three on five. So asking if it could be independently adopted without triggering full cold adoption. I asked for clarification on what three units met in regard to intermodal containers and structures. Just to make sure that we had a clear definition there. I asked about the timeline should be moved to adopt a later version unilaterally of IBC code. To update that from 2006 to a more present version. And then asked them to for input on the statute that I found that made me believe that the adoption of the IBC code would not require the sprinkler systems that started appearing in the 2009 code in residential units for single and duplexes.
So I just put forward clarification for those questions. I haven't heard back yet. But which is asked that we continue to work on figuring out intermodal containers and IBC code because I don't think it's just a one median shot. But hopefully when we get some answers from those that will help redirect everybody. And I just wanted to say if you guys don't see there's the public official filing disclosure is required by March 15th. So after that date, you guys will be fine $10 a day if that is not completed. So please make sure you get logged in to your POFD filing. And that was it for me on discussion or just statements just talking to people. I'm going to ask for the commission here.
