今年6月举行的北约马德里峰会，不但首次邀请美国在亚太地区的军事盟友日本、韩国、澳大利亚和新西兰参加，更在未来10年战略概念文件中把中国列为“系统性挑战”。北约的原本目标是抗衡苏联和华沙军事集团，这个世界最大军事联盟如今把关注点扩展到亚洲，是不是意味着新冷战逼近？面对北约的指责，中国又应该如何应对呢？
