As the Khoingadol rather than Mosheh, I'll say just plain that Hashem wanted Mosheh to

be the Khoingadol in the Mishkan.

But when Hashem first appeared to Mosheh in the burning thorn bush, Mosheh kept on refusing

to become the leader of the Neys Roel.

Hashem became angry at Mosheh and instead appointed Arun as the Khoingadol and his children

became Levine.

Mosheh was busy studying and teaching Torah.

He did not have time to perform the Avodah in the Mishkan.

Therefore went to Arun.
