Cars got stranded as water covered the road near Prospect Avenue, and spots like Indian Creek and East 23rd Traffic Way also saw major backups. The area got more than 3.5 inches of rain, almost a full month's worth for April. The ground here is already soaked from above normal rainfall all year, so none of this new water gets absorbed. It all turns into runoff. Officials with Modod say, that's why Interstate 70 flooded fast, especially with one drainage grade partly blocked. Folks in neighborhoods are fed up, asking why the city floods every time it pours. Clogged catch basins are a big culprit, thanks to litter, debris, and leaves rigged into streets that jam up the system during storms.
