How surprising are the Carolina Panthers defensive issues?

There has been a role reversal in Carolina. In previous seasons, the question was what the Carolina Panthers could do if they ever had an offense to complement their defense. Now, the Panthers have found stability on offense with Andy Dalton at quarterback but are struggling mightily defensively. They are now asking what the team could achieve without its defensive struggles. Julian Council ponders whether the Panthers' defensive mishaps are that surprising considering the moves made in the offseason. 

Dave Canales stated on Monday that Panthers rookie RB Jonathon Brooks could have his 21-day practice window opened up this week ahead of the trip to Washington to face the Commanders. Brooks was thought to be ready to participate by Training Camp but instead missed the entire offseason program, including the first six weeks of the season, on the PUP list. Julian discusses what role Brooks will play when he returns and if the Panthers are better off waiting to open up his window.
