The incident took place in Panama City, Florida, where he's charged with loot acts on a victim under 12 and inappropriate behavior as an adult. Officials say he repeatedly asked the girl to sit on his lap and touched her inappropriately. Older brother Josh served time from molesting girls as a teen and later got 12 years in prison for child pornography. The now 14-year-old victim reported it recently to police in Arkansas who alerted Florida authorities. Detectives say Dugger confessed to them and the girl's father.
