Council Drops Fine on Protester, but Rules Remain

Heather Rawling, a socialist party member, got the penalty on May 31, 2025 under a public space's protection order aimed at, stopping anti-social behavior like unauthorized structures. Rawling refused to pay, saying it was an attack on political protest and risked court instead, but the council reviewed her case with legal advice, and canceled to find this week. She feels relieved to avoid a criminal record but calls the council to-face for still enforcing the rules on tables, and she has no plans to get AA, license next time. The order, brought in last April, targets obstructions in busy areas with 14 similar fines issued since then, but none leading to prosecution.
