They lived in what folks called a shed-like home with power and water, but no real ceiling, so some hid up in the rafters. Volunteers aren't pointing fingers at the guy. They see him as caring who got overwhelmed, starting from one pregnant stray, five years back. Instead, they're calling out the bigger issues, like missing affordable help and systems that only kick in at crisis point.
