徳川 斉昭（とくがわ なりあき、寛政12年3月11日（1800年4月4日） – 万延元年8月15日（1860年9月29日））は、江戸時代後期の大名（親藩）。常陸水戸藩の第9代藩主。江戸幕府第15代（最後）の将軍・徳川慶喜の実父である。
徳川光圀と共に、茨城県の常磐神社に祭神として祀られている斉昭は、進取の気象に富んでいた。茨城名産のコンニャクは斉昭の勧めで始められたものであるし、また農民を語る時には「お百姓」と呼んで大事にしていた。斉昭は新知識獲得のためには、プライドを捨てて教えを請うた。生涯に男女あわせて37人の子供を設けている精力的な斉昭の活動は豊富な知識量と強い信念に支えられていたから迫力があり、幕末に光芒を放ったのである。
